Under the Rental Renovation Licence Bylaw, landlords must follow specific steps before, during and after issuing an N13 notice for renovations that require a tenant to vacate. The City is providing support for landlords wishing to learn more about the Bylaw, advising on opportunities to enable renovations without eviction, and answering questions about the licence application process.
If you are a landlord or legal representative seeking information or needing assistance with matters related to the Rental Renovation Licence Bylaw, you can now book an in person or virtual appointment to speak with a City staff member at one of our four Toronto Building Customer Experience offices.
In-person appointments will take place at one of the following locations:
Etobicoke York District – Etobicoke Civic Centre – 399 The West Mall, main fl.
Scarborough District – Scarborough Civic Centre – 150 Borough Dr, 3rd fl.
North York District – North York Civic Centre – 5100 Yonge St, 1st fl.
Toronto and East York District – Toronto City Hall – 100 Queen St W, 1st fl. W.
The appointment location, including for online appointments, is based on the address of your rental property.

Each appointment is scheduled for 30 minutes. City staff can assist with questions related to bylaw requirements, your responsibilities as a landlord, and provide guidance on your application and any required supporting documentation. In-person appointments must be booked at the Customer Experience office located in the same district as the property you are inquiring about.
