To support the rollout of the new Rental Renovation Licence Bylaw, the City has launched a public education campaign to help tenants and landlords understand their rights and obligations. 

The campaign aims to raise awareness about the new rules that come into effect on July 31, 2025, which require landlords to obtain a licence from the City before asking tenants to vacate a unit for renovations. The campaign aims to ensure tenants are informed of their rights and protections, and that landlords understand their responsibilities under the bylaw. 

Running city-wide, the campaign will appear across a mix of platforms, including ads at transit shelters and on radio, print, digital, social and mobile apps, in addition to multicultural media. 

The campaign will roll out in phases. The first phase, running from April through June, addresses landlords to raise awareness and promote early compliance. The second phase, from July through August, focuses on informing tenants of their new rights and what to expect if they receive a notice to vacate. The third phase, from September through December, aims to sustain awareness and ensure continued access to information after the bylaw takes effect. 

The campaign uses clear, direct language and bold visuals to make sure the message is widely seen and understood. It’s all part of the City’s work to prevent unlawful evictions and protect affordable rental housing.
