Hawkers/pedlars are mobile salespeople who sell goods, such as souvenirs, clothing, packaged goods, or provide services, such as knife sharpening and shoe shining. In April 2026, City Council approved bylaw changes to make the rules for street vendors and artists easier to understand and more inclusive. This includes changes for Hawkers and Pedlars, beginning March 1, 2027.

Selling Goods on Private Property

There are several steps involved in order to sell goods on private property:

  • The property owner must provide permission for them to operate
  • You will need to consult with Toronto Building to find out if vending is permitted under the zoning bylaws for the particular address
  • If use is permitted, contact MLSBusinessLicence@toronto.ca to find out if a licence is required.

To display goods on a private property display, you must have permission from the property owner. The owner must contact Toronto Building for zoning requirements. Application to the Committee of Adjustment may be required.
