Commercial businesses participating in the bag-only (Garbage Tag) collection program are required to:

  • pay an annual base fee, and
  • purchase and attach a Garbage Tag on each bag of garbage set out.

The annual base fee covers the cost of diversion programs such as Green Bin organics, while Garbage Tag fees cover the cost of garbage collection. Each commercial location must have its own account.

Current customers

For businesses enrolled in the bag-only program as of January 1, 2026, an annual utility bill will be issued in late January/early February.

Opting in/out of City waste collection services

For businesses that:

  • opt into the bag-only program after January 1, a utility bill will be issued with a prorated charge representing the remainder of the calendar year.
  • opt out of the bag-only program before the end of the calendar year, a credit will be applied to the account.
