City of Toronto call documents are available on our Online Call Document System.

Use our Online Call Document System to view call document summaries and purchase and download Professional Services, Goods & Services and Construction Services Request for Proposals (RFPs), Request for Quotations (RFQs), Tenders, and Offer to Purchase you are interested in.

All call documents will continue to be available for purchase and pick-up at Toronto City Hall, 19th floor, West Tower.

Electronic Invoicing
Vendors can submit their invoices to the City of Toronto electronically via email. Invoices must include all of the City's invoice requirements and must be submitted in PDF or TIFF format. Invoices submitted in text or Microsoft Word format will be returned to the sender. Invoices can be emailed to apinvoice@toronto.ca.


Viewing Copy of Call Documents
Effective November 16th, 2011, all call documents issued and posted by the City of Toronto on the Online Call Document System will be available as a full viewing copy PDF for vendors to view before purchase.

Call Documents that are only available for purchase at City Hall, e.g. those that include blueprint drawings, will continue to be available for viewing in hard copy prior to purchase on the 19th Floor, West Tower, City Hall.

Vendor Registration System
The Purchasing & Materials Management Division has developed a Vendor Registration System as part of the existing Online Call Document System. Effective Monday, June 13, 2011, vendors will be able to register their information in the database in order to receive automatic notification of new business opportunities available on the document system as posted. Click here to register.


Union Station Revitalization Project - 2010 to 2015
Vanbots, a division of Carillion Construction Inc., has been selected by the City of Toronto as the General Contractor/Construction Manager to undertake the Union Station Revitalization Project. Vanbots, as the general contractor for the Project, will seek subcontracts with trades including, as and when appropriate, through the establishment of a pre-qualified roster for various trades required throughout the Project. Further pre-qualification and/or subcontract opportunities may be offered from time to time by Vanbots in the Daily Commercial News (DCN), on MERX, and any other means as may be determined by Vanbots. Vanbots reserves the right to only solicit bids from the pre-qualified trade roster, as applicable. Please note that subcontract opportunities will only be advertised by Vanbots, and will not be advertised on the City of Toronto Call Document website.
