As opportunities become available, the City of Toronto will issue requests for proposals (RFPs) or calls for applications to support its goal of achieving or exceeding the provincial housing target of 285,000 new Toronto homes and the City’s target of approving 65,000 new rent-controlled homes across the city by 2030, including 6,500 rent-geared-to-income (RGI) homes and 18,000 supportive homes.

The City is seeking qualified Indigenous housing providers, non-profit housing co-operatives and non-profit housing organizations with proven experience to develop, finance, and operate an affordable housing project located at 1337-1345 Queen St. W. (the Parkdale Hub – West Block).
In the West Block (Block A), which is the first phase of the Parkdale Hub development, the City’s objective is to create a mixed-use, mixed-income community with a significant affordable rental housing component and a community space that serves as a cultural hub.

The City has launched the Call for Applications for Capital Funding under the Rental Housing Supply Program with $50 million in funding available. Through this stream, the City provides capital funding to support the delivery of new Affordable Rental Homes. Actual funding amounts are subject to a competitive evaluation led by City staff, and will be determined after contributions from the Applicant, other government sources, and construction financing have been maximized.
To advance the City’s commitments to truth, justice, and reconciliation, 20 per cent of capital funding ($10 million) is dedicated to applications submitted by Indigenous Housing Providers.

Participation and funding from all orders of government is required to deliver new affordable housing. As part of the National Housing Strategy, Canada Mortgage and Housing Corporation (CMHC) has programs to support the creation of new affordable rental housing, including the Affordable Housing Fund, Apartment Construction Loan Program, Co-Operative Housing Development Program, and Affordable Housing Innovation Fund, among others. All applicants are required to consider these funding programs when planning to create new affordable and rental housing. For more information, visit: www.cmhc-schl.gc.ca/nhs.
A new Affordable Rental and Rent-Controlled Housing Incentives stream is available to support the creation of a range of new rent-geared-to-income, affordable rental, and rent-controlled homes.
This call for applications will remain open on a rolling basis and continue to accept applications until the City has exhausted all financial incentives available for affordable and rent-controlled rental homes, which are approved on an annual basis. Applications through this call will be reviewed for eligibility and approved for incentives on a first-come, first-served basis.
