About the City’s Shelter System

The city has more shelter beds per capita than any Canadian city.

The shelter system is composed of sites that are operated by the City and sites that are operated by community agencies and funded by the City. All shelters and 24-Hour Respite Sites must meet the City’s Shelter and 24-Hour Respite Site Standards.
