(1) Contract No. T-71-99, Tender Call No. 222-1999 for the installation of a safety fence on the Prince Edward Viaduct be cancelled;

(2) the Commissioner of Works and Emergency Services be authorized to issue a new Request for Proposals with a maximum budget of $2.5 million, to solicit new design concepts and full engineering services for this project, based on a design/build concept, with the submission being evaluated by a similar Project Steering Committee comprised of representatives from:



(a) the Schizophrenia Society of Ontario;

(b) the Council on Suicide Preventions;

(c) the Toronto Historical Board/Heritage Toronto;

(d) Architecture and Civic Improvements, City Planning;

(e) the Public Art Policy Advisory Committee; and

(f) the Technical Services Division, Works and Emergency Services Department; and

(3) the appropriate City of Toronto officials be directed to take the necessary action to give effect thereto.

5a. Dr. David Lester

In support of the fencing in of the Prince Edward Viaduct; and advising that there is good research evidence that restricting access to lethal methods for suicide reduces their use for suicide; that there are no published research reports that evaluate the effectiveness of the use of other measures such as placement of telephones on bridges; and that all privately-owned structures are fenced in.

Stating that limiting access to available means for suicide is a major preventive intervention within an overall community suicide prevention plan; and urging the City to make every effort to proceed quickly with implementing the Bloor Viaduct suicide prevention project.

"and the eastbound left-turn lane at Bessarion (to the Plaza and garden centre) being maintained during the construction period".

(3) the appropriate City officials by authorized and directed to take the necessary action to give effect thereto, including the introduction of any Bills that may be required.

10. PROPOSED BY-LAW REQUIRING DISPLAY OF ADDRESSES

(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

14. CONSTRUCTION AND ITS EFFECTS ON SMALL BUSINESS.

Outlining serious concerns regarding construction activities of both the Toronto Transit Commission and the City in general as they relate to the effects on small businesses; and recommending that these issues be addressed in a joint report headed by the Commissioner of Works and Emergency Services and the Chief General Manger, TTC, in full consultation with BIAs and the Board of Trade.

15. USE OF ROAD SALT ON CITY ROADS AND SIDEWALKS.

Outlining, for the information of the Committee, the policies for the use of road salt in the former municipalities and the means by which salt can be reduced in lanes, selected neightbourhoods and sidewalks, as requested by the Committee at its meeting of September 8, 1999; and noting that staff have attempted to harmonize its use with the goal of using the minimum required to provide safe driving and walking conditions, and that the use of better equipment, trained supervisors, and knowledgeable operators will assist the City in achieving its goals.

16. JOINT WATERCOURSE NATURALISATION STUDY

BLACK CREEK AT HUMBER RIVER.

Recommending that:

(1) subject to the receipt of a formal letter of request from the Lambton Golf Club, the Commissioner of Works and Emergency Services, in consultation with the Toronto and Region Conservation Authority, the Lambton Golf Club and the Black Creek Project, be authorised to:

(a) participate in the preparation of detailed Terms of Reference to define the technical feasibility of naturalisation options;

(b) participate in the consultant selection and award process, as administered by the Toronto Region Conservation Authority; and

(c) fund the City's contribution for the study from the Works and Emergency Services 1999 Capital Budget, District Stormwater Management, Project No. WP953-S25020, with such expenditures not to exceed the lesser of $35,000.00 or 50 percent of the total study costs;

(4) the Commissioner of Works and Emergency Services report to the Works Committee in approximately six months, with information on the results of the feasibility study and recommendations on the next steps; and

(5) the appropriate City officials be authorised and directed to take the necessary action to give effect thereto.

17. NO-FAULT FLOOD GRANT PROGRAM; BASEMENT FLOODING

DAMAGES AND CLEAN-UP COSTS.

Recommending that:

(1) a No-Fault Flood Grant Program not be established, as it would not provide any beneficial affects for the City, the cost of the program is excessive and unpredictable, and the program would be in direct conflict with the legislative requirements under the Municipal Act; and

(2) Resolution No. 91-21 of the former North York City Council be repealed, being a public no fault grant program which provides financial assistance to former City of North York residents for damages caused by sewer back-ups and watermain breaks. This repeal would be in keeping with the harmonization of the City's insurance practices and recent legislative changes.

18. EXPANDING THE 1999 ULTRA LOW FLUSH

TOILET INCENTIVE PROGRAM.

Recommending that:

(1) the existing multi-residential Ultra Low Flush Toilet Replacement Program be expanded to include an additional 8,500 toilet replacements in which a $60.00 incentive will be provided for each 13 to 20 litre per flush floor outlet toilet replaced; and

(2) the appropriate City officials be granted the authority necessary to give effect thereto.

19. SUMMER WATER USE BY-LAW.

Advising that the Environmental Task Force on July 20, 1999, endorsed the Motion dated July 13, 1999, by Councillor Saundercook wherein it is resolved that the Works Committee request that the Commissioner of Works and Emergency Services report back to the Committee with regard to the implementation of a Summer Water Use By-law for the City of Toronto in the year 2000, as outlined therein; and directed that the Works Committee be advised accordingly.



20. COSTS FOR CONNECTING THE REMAINING EASTERN BEACHES

STORM SEWERS TO THE MACLEAN AVENUE DETENTION TANK.

(East Toronto)

Respecting the costs for connecting the remaining Eastern Beaches storm sewers to the Maclean Avenue Detention Tank in conjunction with the construction of a forcemain from the R.C. Harris Filtration Plant along the beach to the Ashbridges Bay Treatment Plant, as requested by the Works and Utilities Committee at its meting of January 13, 1999; advising that the estimated cost to construct a storage conduit to intercept the four storm sewers and connect to the detention tank is $3.28 million; that the department will request $60,000.00 from the 2000 Capital Budget to undertake a Class EA for Schedule "B" projects to evaluate the costs and benefits of undertaking such a project; and that if the Class EA concludes that the storage conduit is recommended, $0.2 million in savings would be realized and the impact of construction would be minimized if this work is done together with the proposed forcemain for the residue from the R.C. Harris Filtration Plant; and recommending that this report be received for information.

21. WET WASTE COLLECTION FROM BUSINESSES IN CITY OF TORONTO.

Responding to a request from City Council to research options for a pilot project and full implementation of a wet waste collection program for businesses in the City of Toronto; concluding that due to the logistical difficulties and high costs associated with developing a wet waste collection for businesses, it is not recommended to proceed with a pilot or full implementation at this time; and recommending that this report be received for information.

22. RELOCATION OF LITTER BINS.

Respecting the relocation of existing litter bins which will become available as a result of the placement of new bins with advertising, as requested by Council at its meeting of June 9, 10 and 11, 1999; advising that staff are planning to replace existing litter bins in the Community Council area of Scarborough and in the Midtown and High Park wards that are in poor condition, with better quality bins that will become available as the new OMG Media bins are placed in other areas of Toronto, but that staff do not recommend relocating surplus litter bins due to the increased costs that would be incurred to empty and maintain these additional bins; and recommending that this report be received for information.
