1. TOURISM TORONTO BUDGET FOR THE YEAR 2000

In response to a request from the Strategic Policies and Priorities Committee that staff report to the Economic Development and Parks Committee regarding the Tourism Toronto budget prior to the year 2000 budget process; and recommending that:

(1) City of Toronto funding for Tourism Toronto for the year 2000 be approved at the same budget level as 1999, subject to a more detailed review of Tourism Toronto's budget submission;

(2) the Economic Development and Parks Committee request Tourism Toronto to present its year 2000 business plan and budget as soon as possible; such business plan to clearly address the means by which Tourism Toronto intends to improve its longer-term competitive position; and

(3) the appropriate City officials be authorized and directed to take the necessary action thereto.

2. TORONTO ASSOCIATION OF BUSINESS IMPROVEMENT AREAS (TABIA) THE CITY OF TORONTO ECONOMIC Development OFFICE AND THE TORONTO POLICE SERVICES CONSULTATION MEETINGS WORKING TOGETHER TO FIGHT CRIME

Submitting, on behalf of the Toronto Association of Business Improvement Areas and the Toronto Police Service, a report entitled "Working Together to Fight Crime"; and recommending that:

(1) the report, entitled "Working Together to Fight Crime", be forwarded to the Task Force on Community Safety to review the recommendations as contained therein, and to begin the process of developing an action plan in consultation with the Toronto Association of Business Improvement Areas and Toronto Police Service;

(2) the Task Force on Community Safety report back to the appropriate Standing Committee and to the Policy and Finance Committee regarding the implementation and the financial implications of the recommendations contained in the "Working Together to Fight Crime" report;

(3) the report, entitled "Working Together to Fight Crime", be forwarded to the appropriate departments, boards, agencies and business associations for information and action including the Departments of Works and Emergency Services, Community and Neighbourhood Services and Urban Planning and Development Services; the Toronto Association of Business Improvement Areas; Toronto Police Services Board; the respective divisions of the Toronto Police Service; Chairs of the BIAs; Metro Action Committee on Public Violence Against Women and Children (METRAC), and the Pedestrianization Work Group;

(4) the financial implications be referred to the Budget Advisory Committee for consideration during the 2000 Operating Budget process; and

(5) the appropriate City officials be authorized and directed to take the necessary actions to give effect thereto.

3. THE GREATER TORONTO MARKETING ALLIANCE (GTMA): MIDTERM REVIEW

Forwarding Clause No. 2 contained in Report No. 6 of the Economic Development and Parks Committee, headed "The Greater Toronto Marketing Alliance (GTMA): Midterm Review (All Wards)", which Council at its meeting held on December 14, 15 and 16, 1999 struck out and referred back to the Economic Development and Parks Committee for further consideration with the direction that the Board of Trade be invited to address the Committee in this regard.

4. CANADA - U.S. BORDERNET ALLIANCE THE ELEMENTS OF A STRONG BUSINESS CLIMATE

10. 2000 BUDGETS - BUSINESS IMPROVEMENT AREAS

11. C.S.A. PLAYGROUND COMPLIANCE PROGRAM

Reporting, as requested, on the allocation of playground funds and recommend a program that will bring into compliance all substandard City playgrounds by the end of 2003, as well as address various questions arising as part of the Budget Review process, and recommending that:

(1) Council approve in principle the C.S.A. Playground Compliance Program outlined in this report bringing all substandard City playgrounds to C.S.A. standards by the end of 2003; and

(2) the appropriate City officials be authorized and directed to take all necessary action to give effect thereto.

12. THIRD PARTY OUTDOOR ADVERTISING ON CITY PROPERTY

Reporting on the results of the public consultation undertaken regarding the draft principles for Third Party Outdoor Advertising endorsed by Council on September 28, and 29, 1999; advising Council of the next steps regarding the development of a Third Party Outdoor Advertising program; requesting Council's authorization to investigate the City's options regarding alternate methods of tendering the leasing of third party outdoor advertising locations; and recommending that:

(1) Council receive the results of the public opinion survey and authorize the Commissioners Economic Development, Culture and Tourism; Works and Emergency Services; and the Acting Commissioner of Corporate Services to continue developing a third party outdoor advertising program which takes into consideration the results of the survey;

(2) Council authorize the Commissioner Economic Development, Culture and Tourism, and the Acting Commissioner Corporate Services to investigate the City's options with respect to suggestions made by sign industry representatives regarding alternate methods of tendering the leasing of third party outdoor sign locations;

(2) the Commissioners Economic Development, Culture and Tourism; Works and Emergency Services; and the Acting Commissioner Corporate Services submit a joint report back to Council on recommendations (1) and (2) in the year 2000;

(4) this report be forwarded to the Administration Committee for information; and

(5) Council forward this report to the City's Agencies, Boards and Commissions for their information.

13. APPOINTMENT OF CITIZEN TO THE JENNER JEAN-MARIE COMMUNITY CENTRE ADVISORY BOARD
