The City Planning Division recommends that:

 

1.            City Council amend former City of York Zoning By-law 1-83 for the lands at 3400-3422 Dundas Street West, substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 4.

 

2.            City Council authorize the City Solicitor to make such stylistic and technical changes to the Zoning By-law Amendment as may be required.

Summary

This application proposes to delete the site specific by-law that governs the existing commercial plaza, shopping centre and private club at 3400-3422 Dundas Street West, and revert to the general provisions of the Commercial Employment zoning regulations under the former City of York By-law 1-83, which also apply to the lands. Permission is also sought to allow a place of worship in the basement of the shopping centre, occupying the former location of the private club.

The City Planning Division recommends that:

 

1.            City Council adopt the revised Section 37 provisions, attached as Attachment 1, for the lands at 2157 Lake Shore Boulevard West. 

 

2.            City Council adopt the revised Official Plan Amendment, attached as Attachment 2, with respect to 2157 Lake Shore Boulevard West.

 

3.            No further public notice of the proposed changes to the draft Official Plan and Zoning by-law amendments is required, pursuant to the Planning Act.

Summary

At its meeting of October 26 and 27, 2009, City Council adopted the Final Report that recommended approval of a mixed-use residential commercial development at 2157 Lake Shore Boulevard West.  The report addressed the need to finalize the Section 37 contributions and cash-in-lieu payments as the parkland dedication appraisal had not been completed at the time of the report.

The City Planning Division recommends that:

 

1.             Staff  be directed to schedule a community consultation meeting, together with the Ward Councillor, for the lands at 7, 11, 13, 15, 19, 21, 23, 25, 33, 35 and 45 Zorra Street.

 

2.            Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site.

 

3.            Notice for the public meeting under the Planning Act be given according to the regulations under the Planning Act.

Summary

This application proposes to amend site-specific Zoning By-law 747-2006 of the former City of Etobicoke Zoning Code which applies to the western portion of the lands located south of The Queensway, near Zorra Street and west of St. Lawrence Avenue to permit a comprehensive redevelopment of these lands for residential and commercial uses and a public park.  The zoning by-law amendment proposes to: incorporate two properties fronting Zorra Street in order to redistribute the building massing on the site; to realign and regularize the configuration of the proposed park block for the development; and to incorporate the City’s new parking stall size dimensions and standards into the existing site specific by-law.

The City Planning Division recommends that:

 

1.            City Council approve, in principle, the conditions set out in Attachment 4 to this report to permit the construction of a new detached dwelling for the lands at 66 Baby Point Road. 

 

2.            City Council delegate back to the Chief Planner or his designate the authority to issue final Site Plan Approval.

Summary

This application proposes to construct a new three-storey detached dwelling at 66 Baby Point Road.

 

The subject property abuts the Humber Valley Ravine system, therefore the proposed development is subject to Site Plan Control.  The proposed development was analysed and evaluated in light of the City’s Official Plan policies, Zoning By-law regulations, and technical/physical constraints associated with development abutting a ravine.

This staff report is in response to an application for a Fence Exemption to erect a 2.1 metres high chain link fence and gates, equipped with 3 strands of barbed wires on top, mounted on metal brackets inclined outwards at a 60 degrees angle from horizontal, along the north, east and west side of the property municipally known as 40 Old Burnhamthorpe Road.

Transportation Services recommends that Council approve:

 

1.            Receipt of the Traffic Management Plan.

 

2.            Closing Islington Avenue to vehicle traffic from Eglinton Avenue West to The Kingsway, for the period from July 10, 2010, to July 30, 2010.

 

3.            Introducing temporary parking regulations on the streets in the vicinity of St. George’s Golf and Country Club as described in Appendix A of this report.

 

4.            That all costs associated with the road closings, including the costs of restoring and cleaning the streets following each event, as well as installing/removing temporary parking restrictions, shall be completed by the Royal Canadian Golf Association to the satisfaction of the Transportation Services Division, and at no cost to the City.

Summary

The purpose of this report is to present the Traffic Management Plan prepared by IBI Group on behalf of the Royal Canadian Golf Association (RCGA), relating to the full closure of Islington Avenue, between Eglinton Avenue West and The Kingsway, for a period up to three weeks, from Saturday, July 10, 2010, to Friday, July 30, 2010.

Financial Impact

Approving the road closing has no financial impact on the City.  The Royal Canadian Golf Association organizers are responsible for all costs associated with the proposed road closings and temporary parking restrictions.

1.            Not authorize installing speed humps on Falstaff Avenue, between Culford Road and Keele Street.

Summary

This report summarizes the results of the traffic calming survey undertaken between August 31 and September 29, 2009, for owners and occupants on Falstaff Avenue, between Culford Road and Keele Street.  The survey exhibits a response rate of just 48 percent.  As a result, installing speed humps is not recommended since the minimum survey response rate of greater than 50 per cent is not achieved.

Financial Impact

Adopting this report has no financial impact; however, if Community Council decides to approve installing speed humps on Falstaff Avenue, between Culford Road and Keele Street, the following financial impact results:

 

1.            The estimated cost for installing approximately eight (8) speed humps will be $24,000.00.  This will be accommodated within funds allocated by City Council as part of the Transportation Capital Budget, subject to competing priorities and funding availability.

Financial Impact

Adopting the above-noted recommendation does not result in any financial impact; however, if Community Council decides to approve installing traffic calming devices on this section of Medland Street, the following financial impact will result:

 

1.            The estimated cost for installing approximately two speed humps will be $6,000.00.  This can be accommodated within funds allocated by City Council as part of the Transportation Capital Budget, subject to competing priorities and funding availability.

1.            Installing an all-way STOP control at the intersection of Chartwell Road and Ambleside Avenue.

 

2.            Authorizing the City Clerk to conduct a poll of eligible residents, on Chartwell Road, between Norseman Street and The Queensway, to determine public support for the proposed speed hump plan.

 

3.            Subject to favourable results of the poll:

 

a.            The City Solicitor prepare a by-law to alter sections of the roadway on Chartwell Road, between Norseman Street and The Queensway, for traffic calming purposes, generally as shown on the attached Drawing EY10-011, dated January 2010, and circulated to residents through the polling process.

 

b.            Transportation Services take the necessary actions to reduce the speed limit from 40 km/h to 30 km/h on Chartwell Road, between Norseman Street and The Queensway, when the speed humps are installed.

Summary

The purpose of this report is to describe the results of an investigation into a request for speed humps on Chartwell Road and an all-way STOP control at the intersection of Chartwell Road/Ambleside Avenue.  A staff assessment concludes that the criteria for installing speed humps are met on Chartwell Road, between Norseman Street and The Queensway, and the warrants for all-way STOP controls are achieved at the intersection of Chartwell Road/Ambleside Avenue.

1.            Council exempt the applicant at 3010 and 3012 Bloor Street West from the parking requirement of ten parking stalls, subject to a $147,000.00 payment-in-lieu of parking.

 

2.            The applicant signs a Payment-In-Lieu of Parking Agreement with the City, to the satisfaction of the City Solicitor.

Summary

This report seeks Council's approval to exempt the applicant from a requirement to provide ten additional parking stalls.  Instead of accommodating the parking on-site, the applicant requests a payment-in-lieu of parking to the City  in the amount of $147,000.00.

Financial Impact

The City of Toronto will receive $147,000.00, plus a $300.00 application processing fee.  The Toronto Parking Authority’s parking reserve fund will receive the $147,000.00, with Transportation Services receiving the application fee of $300.00.

Transportation Services recommends that City Council approve:

 

1.            The alterations and modifications on Sheppard Avenue near Rivalda Road, as indicated in Appendix “A”, and generally as shown on the attached drawing M 6699-016.

 

2.            The alterations and modifications on Weston Road and on Mainshep Road, as indicated in Appendix “A”, and generally as shown on the attached drawing M 952-022.

 

3.            Enacting a regulation that the northbound curb lane on Weston Road at Mainshep Road be designated for right turning vehicles only, buses excepted, from Mainshep Road to a point 30.5 metres further south.

Summary

The purpose of this report is to recommend enacting highway alteration by-laws to widen Sheppard Avenue on both sides of the Rivalda Road intersection.  This widening is required to provide left-turn storage lanes into the new residential development on the south side of Sheppard Avenue, east of Weston Road, and a left turn storage lane for traffic turning onto Rivalda Road.  This alteration also includes a new intersection approach at Rivalda Road, south of Sheppard Avenue West, and a new in-right/out right turning movements only intersection located approximately 150 metres west of Rivalda Road, on the south side of Sheppard Avenue West.

Financial Impact

All costs associated with the alterations and modifications on Sheppard Avenue, as indicated in Appendix “A”, will be funded by the developer, Lindvest Properties Limited.

Summary

The purpose of this report is to obtain approval for installing traffic control signals at the Weston Road/Fern Avenue intersection.

 

The installation of traffic control signals is justified as the Pedestrian Crossover Warrant requirements are achieved; however, this form of crossing protection fails to meet several key environmental standards at this location.  Installing traffic control signals at this intersection provides safe and convenient access for pedestrians and vehicles accessing Fern Avenue, but will result in increased delay to through vehicles on Weston Road.
