The People & Equity Division is entrusted with the City’s people services/human resources, equity and human rights functions. The Division develops, implements and monitors corporate policies and partners with clients in the areas of equity, inclusion, human rights, occupational health and safety, including workplace wellness, employee assistance, and return-to-work programs. The Division is also responsible for recruitment, job evaluation and pay equity; management of human resources data and systems; organizational development, learning, and leadership development; and maintaining harmonious and collaborative employee and labour relations.

The Division works with partners to ensure that City services, programs and policies are responsive to the needs of Toronto’s diverse communities and provides advice and services to promote respect for human rights across the organization. The Division develops, leads and implements key corporate initiatives to foster equity, diversity and inclusion in the Toronto Public Service.

Business Services, Systems & Insight provides decision making support to People & Equity and City divisions. We:

  • develop and maintain Human Resources systems and data
  • provide issues management expertise
  • administer the People & Equity budget

 

Employee Relations develops and maintains harmonious working relationships among managers, employees, unions and staff associations. We:

  • administer the requirements of the collective agreements
  • manage the collective bargaining process
  • provide expertise in issues management and conflict resolution

 

Equity & Human Rights advances organizational equity, human rights and reconciliation priorities in the provision of City of Toronto services, facilities and employment. We:

  • build capacity, drive common purpose and accountability through strategic advice and initiatives;
  • leverage data and insights to drive evidence-based decision-making; and,
  • provide guidance on compliance with policy and legislative obligations and risk mitigation.

 

 

Occupational Health, Safety & Wellness fosters a safe and healthy work environment for City of Toronto employees. We:

  • provide leadership and advice in support of injury and illness prevention
  • promote effective disability management and return to work programs
  • develop, implement and monitor health and safety programs
  • partner with City divisions to achieve legislative compliance

The Relationship Management Team is comprised of Human Resources Business Partners (HRBPs) and Relationship Managers who work closely with Divisional Leaders to understand workforce needs and proactively develop solutions. To accomplish this we serve as:

  • strategic Partners supporting workforce planning, the creation of people solutions to meet divisional needs, and act as trusted advisors for complex people matters and escalations
  • coaches who foster the development of leadership competencies and support Directors, Division Heads, and Executives as they grow the develop the leaders on their teams
  • consultants in the implementation of new programs and policies, offering advice during development and support during implementation to ensure Divisional needs are always at the forefront
  • people & Equity lead in facilitating solution focused discussions across P&E’s various Centres of Excellence from employee relations to recruitment to occupational health and wellness

 

 

Service Hub assists the City of Toronto to attract and retain a skilled, high-performing and diverse workforce and to support employees and managers in their roles and in all matters related to People & Equity. We:

  • manage all aspects of the hiring process – outreach, recruitment and selection
  • act as the first point of contact for employees and managers to P&E
  • support the City’s commitment to diversity and inclusion
