As required by provincial legislation, municipalities must complete a Development Charges Background Study before passing a new DC bylaw. The study identifies future growth, the capital facilities and services needed to support that growth, and its sets out the calculated DC rates that may be included in the bylaw. The DC bylaw allows municipalities to recover a portion of growth-related costs from new development.
