The purpose of this Request for Proposals (RFP) is to select a non-profit organization to acquire, renovate and operate a licensed rooming house property in Ward 4, Parkdale-High Park. This involves a competitive, two-stage selection process, described in detail in the linked RFP document and associated appendices.

The City of Toronto has released a Request for Proposals (RFP) to support new non-profit affordable ownership homes through a deferral of Development Charges under the Home Ownership Assistance Program (HOAP).

The City invites experienced non-profit housing proponents with viable development projects to submit a proposal to the Affordable Housing Office. Partnerships with private sector developers are eligible.

Development Charges deferrals under the HOAP will be passed on to eligible purchasers by successful proponents in the form of a loan secured by a second mortgage on the home. Proponents must have a clear delivery and administration plan for these homebuyer assistance loans.

The deadline to submit a proposal is February 20, 2019 at 12 p.m. (noon).
