The City's Human Services Account makes it easier to apply for and manage benefits and subsidy programs online. You can use your Human Services Account to keep track of your applications and programs including the Fair Pass Transit Discount Program, Welcome Policy Recreation Fee Subsidy Program or other City support programs.

As of August 31, 2026, you can use your Human Services Account to:​

  • view the status of your application and/or program
  • see when your application was last updated and if information is missing from your application
  • review emails related to each program
  • see when your benefit or subsidy expires
  • save time during renewals by using information from your previous applications

The City will add more programs and functionalities to the Human Services Account over time.​

Follow the steps below to set up a City of Toronto Login and access your Human Services Account.

Follow these steps to create a City of Toronto Login to access your Human Services Account:

  1. Go to Human Services Account and select “Create a Login”.
  2. Enter your email address and create a username and password.
  3. You will be sent a PIN to verify your email address. Keep your browser window open and go to your email in a new tab or on another device (e.g. mobile phone) to get your PIN. Enter your PIN to complete verification.
    1. Look for an email message from “City of Toronto Notifications”.​
    2. It may take a few minutes to receive the message and you may need to check your spam filter.

Once your login is set up, you can link it to your Human Services Account by following the steps in the next section.

If you have forgotten your username or password, go to your Human Services Account and select “Log In”.

Then, select the “Forgot Username?” or “Forgot Password?” option.
