Access Your Human Services Account

The City's Human Services Account makes it easier to apply for and manage benefits and subsidy programs online. You can use your Human Services Account to keep track of your applications and programs including the Fair Pass Transit Discount Program, Welcome Policy Recreation Fee Subsidy Program or other City support programs.

As of August 31, 2026, you can use your Human Services Account to:

view the status of your application and/or program
see when your application was last updated and if information is missing from your application
review emails related to each program
see when your benefit or subsidy expires
save time during renewals by using information from your previous applications

The City will add more programs and functionalities to the Human Services Account over time.

Follow the steps below to set up a City of Toronto Login and access your Human Services Account.

How to Create a City of Toronto Login

Follow these steps to create a City of Toronto Login to access your Human Services Account:

Go to Human Services Account and select “Create a Login”.
Enter your email address and create a username and password.
You will be sent a PIN to verify your email address.
1. Look for an email message from “City of Toronto Notifications”.
2. Keep your browser window open and go to your email in a new tab or on another device (e.g. mobile phone) to get your PIN.
3. If you don’t see the email right away, check your spam or junk folder.
4. Enter your PIN to complete verification

Once your login is set up, you can link it to your Human Services Account by following the steps in the next section.

Link Your Application or Program to Your Account

Use your City of Toronto Login to log in to your Human Services Account
If you have never applied to any programs, or are reapplying to a program within 45 days of expiration, select “Apply to Fair Pass” or “Apply to Welcome Policy”
Otherwise, select “Link Existing Application or Program“
Fill in the information as required
1. As the account holder, the information you enter must match an existing application or program that you previously submitted for yourself.
2. If a match is found, it will be linked to your Human Services Account and its status will be displayed there.
Once complete, select “Link Application”.
1. At this time, the Human Services Account can only be linked to applications or programs submitted by the account holder and cannot include applications or programs belonging to other household members.
If your application is successfully linked, you will receive a confirmation notice. If your submission is not successful, please contact Human Services at 416-338-8888.
If you do not have or remember your confirmation number, select “No” when asked. An email will be sent to you to link your application to your account.

Help with Login, Username and Password

If you have forgotten your username or password, go to your Human Services Account and select “Log In”.

Then, select the “Forgot Username?” or “Forgot Password?” option.
