LIM-AT changes annually based on the latest available data provided by Statistics Canada. The LIM-AT was updated in May 2023 to reflect LIM-AT 2021 data.

Any family member aged 20-64 can apply for Fair Pass but each requires a separate application and their own PRESTO Card Number.
Physical PRESTO cards must be activated before a Fair Pass discount can be successfully applied to the card. See the ‘Your PRESTO Card’ section for full details.
If you are a Toronto resident who has a program identification number to complete your application, you must be currently receiving assistance from at least one of the following programs: Ontario Works (OW), Emergency Assistance (through Ontario Works), Ontario Disability Support Program (ODSP), or Child Care Fee Subsidy (through Toronto Children’s Services).

If you do not already have a digital file of the document and plan to submit documents online, you can take a photo or scan it. Files must be saved in one of the following formats: jpeg, png, jpg, gif or pdf. The maximum size per file is 10 MB.

The Fair Pass discount can be applied to only one PRESTO Card Number. Toronto residents must provide their PRESTO Card Number to complete a Fair Pass application.

Physical PRESTO Card
You can buy* a new physical PRESTO card and load funds or purchase a TTC monthly pass on your PRESTO card through the following channels:

Residents can get a free physical PRESTO card, while quantities last, through Toronto Public Library’s Complimentary PRESTO card initiative.
Make sure that you have the Apple Wallet or Google Wallet app installed on your mobile device.
If you already have a physical PRESTO card, you can choose to convert it to a PRESTO in Mobile Wallet Card in the PRESTO app.
You can get a new PRESTO in Mobile Wallet card through the PRESTO app, your Apple Wallet or your Google Wallet.
If you get a new PRESTO in Mobile Wallet card through the PRESTO app while signed into your PRESTO account, it will be added to your account right away. If you get a new PRESTO in Mobile Wallet through Apple Wallet or Google Wallet, it will be an anonymous card until you register it to your PRESTO account using the PRESTO app.

Only physical PRESTO cards need to be activated. You have the following options to activate your physical PRESTO card:
It can take up to 24 hours to process your activation. During this time, you won’t be able to use your card. After waiting 24 hours, you must tap on a PRESTO device within 30 days of activating to complete the activation process.
When replacing your physical PRESTO card: PRESTO can transfer your old card’s remaining balance and your Fair Pass discount to your new card if you have a My PRESTO Account, but you must still notify the Application & Support Centre of your new PRESTO Card Number before your discount expires to complete the renewal process. If you do not have a My PRESTO Account, you will need to call the Application & Support Centre at 416-338-8888, so the Fair Pass discount can be applied to your new card.
Eligible residents will receive a 12-month Fair Pass discount programmed onto their PRESTO Card Number. Fair Pass clients will save $1.20 on the TTC adult fare for a single ride and $32.75 on a TTC adult monthly pass.

If you are an existing Fair Pass client, you do not need to submit a new application or consent form to renew your discount at this time.
To support recovery and rebuilding from the COVID-19 pandemic, our staff will be automatically renewing all Fair Pass discounts in 2024. The Application & Support Centre will attempt to renew the Fair Pass discount on the PRESTO Card Number that is on file and, if you provided an email address, you will receive an email notification.
Physical PRESTO Card
Once you receive the email that your renewal was successful, please wait 24 hours to activate and apply the renewal onto your PRESTO Card Number. You will have 30 days to complete the activation process by tapping your physical PRESTO card on any PRESTO device.
Digital PRESTO Card Number
If you have a digital PRESTO Card Number (PRESTO in Mobile Wallet), the discount will automatically be applied 24 hours after receiving the email that your renewal was successful.
In 2016, Toronto City Council voted to establish the Fair Pass Program as part of the Toronto Poverty Reduction Strategy, outlined in the staff report Fair Pass: Transit Fare Equity Program for Low-Income Torontonians. The Fair Pass Transit Discount Program is being implemented in phases and is subject to annual funding by Toronto City Council.
