Cabbagetown Cycling Connections

Starting late July 2023, the City will begin installation of contra-flow bike lanes in Cabbagetown. During installation, the City’s contractors will temporarily remove on-street parking on Ontario Street from Carlton Street to Aberdeen Avenue and Winchester Street from Ontario Street to Rose Street. The City of Toronto has approved cycling, pedestrian and road safety improvements in the Cabbagetown neighbourhood. The changes include new contra-flow bike lanes on Sumach Street and Sackville Street, and parts of Winchester Street and Ontario Street. These bikeways are to be installed Summer 2023. Flyer notices and email updates will be published prior to installation.

The Cabbagetown Cycling Connections improve safety and comfort for all road users, and are being implemented to create safer conditions for people walking and cycling in the neighbourhood.

This project is part of the City of Toronto’s commitment to the Vision Zero Road Safety Plan, the TransformTO Climate Action Plan to reduce greenhouse gas emissions and other Council-approved polices and plans.

Project Area

The projects include contra-flow bike lanes on Sumach Street (1), Sackville Street (2), and on short segments of Winchester Street west of Parliament Street, and Ontario Street between Carlton Street and Aberdeen Avenue (3). A future multi-use trail connection is proposed on River Street (4). Wayfinding routes with shared lane markings/sharrows are also proposed on Wellesley Street East, Winchester Street, and Ontario Street.

Approved Projects

Below are descriptions of the the approved bikeway projects to be installed in 2023-24. Flyer notices and email updates will be published prior to installation.

Sumach Street

The Option 1A design:

A southbound contra-flow bike lane on the west side, along with a bicycle signal at Gerrard Street East;
No changes to direction flow for vehicles; and
No changes to parking.

Sackville Street

Option 2A design:

A northbound contra-flow bike lane on the east side, along with a bicycle signal at Gerrard Street East;
No changes to direction flow for vehicles; and
No changes to parking.

Winchester Street and Ontario Street

On Winchester Street between Parliament Street and Ontario Street, a modified version of the Option 3A design:

Winchester Street

Parliament Street to Rose Avenue north side (westbound), new contra flow bike lane, parking to remain on south side
Rose Ave to Ontario Street north side pick-up drop off to be shared with timed permit parking (6 p.m. to 7 a.m.), south side(eastbound) travel lane and contra flow bike lane (westbound)
School pick-up and drop-off: No loading reduction on Winchester Street and addition of four (4) parking spaces on Rose Avenue, west side
Ontario Street to Rose Avenue, parking moved from south side (6 p.m. to 10 a.m.) to north side (6 p.m. and 7:30 a.m.) to reduce conflicts with school pick-up and drop-off. No parking reduction.

Ontario Street

Aberdeen Ave to Winchester Street, wayfinding markings and stop sign at Winchester Street, parking to remain
Carlton Street to Aberdeen Avenue east side contra flow bike lane (northbound), parking in centre lane, west side travel lane (southbound), one parking space reduced for fire truck turning requirements

River Street Connection

River Street multi-use trail connection concept, which aims to avoid removal of an existing mature tree, will have the design developed for future implementation.

Gerrard Street East

In coordination with the Cabbagetown Cycling Connections, Gerrard Street East between Parliament Street and Sumach Street, is approved to have a bi-directional cycle track installed on the south side in the existing curb lane. This work would be timed with the installation of the Gerrard East Complete Street project between Sherbourne Street and Parliament Street in 2024-2025.

Public Consultation

The comment period for this public consultation has now closed. Consultation was carried out from February 22, 2023 to May 11, 2023. Consultation activities included stakeholder meetings, a public drop-in event (attended by 114 people), communications via email and telephone, and a survey (362 completed responses, of which 313 recorded living in Cabbagetown).

Background

This project is part of the City of Toronto’s commitment to the Vision Zero Road Safety Plan, the TransformTO Action Plan and other Council-approved polices and plans. There are existing neighbourhood concerns around road safety, climate impact, and mobility. This project aims to address these local concerns by making changes that align with City policies.

Cabbagetown Connections are part of the Cycling Network Plan’s Near Term Implementation Plan for 2022-2024.
