The Red Light Camera (RLC) program is a traffic safety measure in support of the Vision Zero Road Safety Plan. It detects and captures images of vehicles that have entered an intersection in spite of the traffic signal indicating red (during the red phase).

RLC is intended to enhance road safety by:

  • Raising public awareness about the danger of running red lights
  • Altering driver behaviour
  • Reducing collisions

Camera Locations

The selection of the specific sites have been determined using a data-driven approach which involves a thorough analysis of collision data. The Site Selection Process includes an evaluation of signalized intersections that considers angle collisions, Killed or Serious Injury (KSI) collisions, Vulnerable Road User collisions, and requests from police, councillors and the public.

Privacy

RLC units capture images of offending vehicles (including rear license plates) once the vehicle enters an intersection after the traffic signal turns red.
 

Enforcement & Violation Notices

All images from RLC systems are reviewed by a Provincial Offences Officer who has been designated by the Province of Ontario. The Provincial Offences Officer reviews whether or not a vehicle has entered an intersection after the traffic signal has turned red, and if confirmed, issues a Penalty Order (violation notice) to the registered plate owner, regardless of who was driving.

No demerit points will be issued and there is no impact on the recipient's driving record. Fines are established by the Ontario Highway Traffic Act. RLC violation notices will be issued within 23 days of the date of offence. It's expected that it will take approximately 2-4 weeks for the owner of the vehicle to receive a Penalty Order in the mail.

Payments & Lost Notices

Registered plate owners that receive an ASE Penalty Order or violation notice have two options:

  1. Pay the fine:
    • Online – Administrative Penalty Lookup (Visa, MasterCard, or American Express) online payment processing fees will apply for the transactions made by credit card (2.35%) (MyToronto Pay not available for RCL/ASE).
    • In Person – by cash, cheque, money order, Visa, MasterCard, American Express, or debit card at an Inquiry & Payment Counter or Court Services Counters.
    • By Mail – cheque or money order made payable to the “City of Toronto APS Operations” can be sent to City of Toronto, APS Operations, PO Box 9351, STN A, Toronto, ON M5W 3M2.
  2. Request an appeal
    • More information regarding disputes and appeals can be found on page 2 of the Penalty Order notice or at www.toronto.ca/ASE.

Payments can be made by anyone, as long as they have the penalty number and total amount payable listed on the violation notice.

Note: It may take a few days for the violation notice to appear online.

Note:  For automated speed enforcement tickets with an offence date on or before January 19, 2025, registered plate owners have three options:

1) Pay the fine;

  • Online- Court Case Lookup
  • in person at one of the Court Services locations in Ontario
  • by mail to the address listed on your Notice of Offence  
  • acceptable payment methods: cheque, money order, Visa, Mastercard, American Express, debit or cash

2) Request an early resolution meeting; or
3) Request a trial

Requesting Disclosure (Only applies to tickets issued before January 20, 2025)

If you request a trial, you may request disclosure. Please make sure you provide all relevant information, including the name of the defendant, the charge, the date of the offence, the trial date, the courtroom number, the time of trial, and the name and phone number of the person to contact when the disclosure is ready for pickup.

You will be notified when your disclosure package is ready. If you have any further questions pertaining to your request, you should contact the appropriate prosecutor's office.
