    Ward 25, Scarborough-Rouge Park By-election

    At its meeting on May 21 and 22, 2025, Toronto City Council declared the office of Councillor for Ward 25, Scarborough-Rouge Park vacant and opted to fill the vacancy by holding a by-election.

    Information for voters: Who can vote

    You can vote in the Councillor Ward 25, Scarborough-Rouge Park by-election, if you are:

    • a Canadian citizen; and
    • at least 18 years old; and
    • a resident in Ward 25, Scarborough-Rouge Park; or
    • a non-resident of the city of Toronto, but you or your spouse own or rent property in Ward 25, Scarborough-Rouge Park; and
    • not prohibited from voting under any law.
    You may only vote once regardless of how many properties you own or rent within the city.
    A resident of Toronto must vote in the ward where they live, not the ward(s) where they own or rent additional property.
    To vote in Toronto, you are required to show identification with your name and Toronto (Ward 25, Scarborough-Rouge Park) address.

    Important dates

    • Friday, August 15: Candidate nominations close at 2 p.m.
    • Monday, August 18: 
      • Mail-in Voting: Eligible voters will be able to choose to vote by mail as an alternative to in-person voting for the Councillor Ward 25, Scarborough-Rouge Park by-election, provided Canada Post services are available and operating normally. The first day to apply for Mail-in Voting is Monday, August 18.
      • First day to add, change or update information on the Voters’ List at MyVote.
      • First day to request a Proxy Form and make an appointment to have it certified by emailing VoterRegistration@toronto.ca.
    • Saturday, September 20 and Sunday, September 21
      • Two days of advance voting from 10 a.m. to 7 p.m.
      • Advance voting locations are TBC.
      • Voter Assist Terminals (VATs) will be available at each advance voting location.
    • Monday, September 29 is Election Day:
      • Vote from 10 a.m. to 8 p.m., at your assigned voting place.
      • Find out where to vote at MyVote
      • Voter Assist Terminals (VATs) will be available two locations TBC. 

    Until the vacancy is filled, Ward 25, Scarborough-Rouge Park staff remain in place and are available to address constituency matters for residents.


    Election Jobs

    To meet voting place staffing needs, election officials who previously worked in Ward 25, Scarborough-Rouge Park will be contacted to work in the same position on September 29. Details will be sent to past Ward 25 staff via email in August. Toronto Elections is not accepting new applications due to a limited number of positions.

    Potential candidates

    Potential candidates are reminded that under the Municipal Elections Act, 1996 (MEA), they cannot incur campaign expenses or accept campaign contributions until after filing nomination papers with the City Clerk. Information about the MEA can be found on the Ontario government’s website.
