Effective April 1, 2025, new fees will be applied to RoDARS applications.

Road Disruption Activity Reporting System (RoDARS) is an online booking system for the purposes of communicating and coordinating temporary closures of any sidewalks, bike lanes or roads.

A RoDARS application is required when occupying any portion of the City’s public right of way including expressways that will have an impact on road users such as pedestrians, people who cycle and vehicles.

A RoDARS application is not required for work and events that take place outside of the right of way and do not have any impacts on road users.

All current approved RoDARS applications will be displayed on the Toronto’s Road Restriction Map.

    City Permit

    The applicant must obtain the applicable approved permits prior to submitting a RoDARS Application.

    Metrolinx Corridor Development Permit or a No Conflict Response Letter

    If the proposed work or event is within the Metrolinx Review Zone or Metrolinx Corridor Development area then a permit or letter must be obtained and attached to the RoDARS application being submitted.


    How to Identify a Metrolinx Review Zone or Corridor Area:

    To identify the Metrolinx review zone area and Metrolinx corridor development area, please visit Toronto’s Infrastructure Viewer, select the drop down for Third Party Construction on the legend, select Metrolinx drop down and select Review Zone and Corridor Permit then click Apply to see the area on the map.


    Information to Include with Your Submission:

    To avoid any delays in the review process, kindly provide the following minimum required information to mcreviews@metrolinx.com

    • Detailed description of the work (Scope of Work document);
    • Civil plans in PDF and CAD formats. If drawings are not available, the applicant must submit a proper concept (i.e. using Google image or other real time image) showing the exact location and scope of work;
    • Proposed construction window start & end date, and duration of work;
    • Traffic Control Plans (i.e. inclusive of laydown areas); and
    • Filled Corridor Development Permit (CDP) form.

    Revisions to an Application

    If there are changes to your RoDARS application or your work or event has been cancelled, please contact your application coordinator contact listed on your RoDARS Application approval e-mail to adjust the application as required.

    Examples:

    • The work schedule and/or work zone plan has been revised or postponed. The applicant must submit a revised and approved RoDARS Notification Form at least one business day before changes occur
    • The work has been cancelled or completed early. The applicant must contact TMC Dispatch

    Application Review Timeline

    1. Initial Review: Once your submission is received, the City will conduct an initial review to ensure all required information is complete.
    2. Follow-Up (if needed): A RoDARS intake coordinator will contact you to resolve any completeness issues before the application can move forward.
    3. Reassignment: After the submission is deemed complete, the intake coordinator will reassign the application to an application coordinator.
    4. Detailed Review: The application coordinator will review the full application and reach out to you if additional information or clarification is needed.
    5. Approval: Once the review is complete and all requirements are met, the application coordinator will provide approval.

    City Expressway Occupation This includes Gardiner Expressway, Don Valley Parkway or Allen Road between Eglinton Avenue West and Transit Road.

    Applications must be submitted by 5 p.m. no less than 10 working days prior to the start of a road closure request.*

    *Please note: Applications received on a calendar day that is not a working day or after 5 p.m. of a working day, shall be deemed to have been received on the next working day. Working day means a calendar day other than:

    • a Saturday, Sunday, statutory holiday that is observed by the construction industry in the area of the Site or
    • a Calendar Day identified by the City of Toronto as a designated or statutory holiday

    These applications must be completed when the work is being initiated by non-City organizations or City agencies, such as Rogers, Bell, Hydro, developers, the Toronto Transit Commission (TTC), Metrolinx, and others.

    City Initiated Projects

    These applications must be completed when the work is being carried out on behalf of the City. Such projects are typically led by the Engineering and Construction Services Division (ECS).

    While the work usually involves City-owned assets, the application also applies to bundled projects that include non-City assets. For example, if TTC work is bundled within an ECS-led project, this application would still be required.

    For occupation of the expressways please review expressway closure guidelines (below in accordion 5) prior to submission.

    Applicants are strongly encouraged to follow the recommended submission timeline, as expedited application reviews are not guaranteed. The ability to expedite a review depends on both the volume of submissions and the complexity of the application.

    Application and expedited review fees must be paid through the online payment system before submitting an application.

    Temporary road closure and inspection fees will be invoiced to the project owner—referred to as the asset owner or developer in the application forms—at the end of the RoDARS process.

    Note:

    • The above information is to serve as a general guideline for City expressway closures. The City reserves the right to approve or deny any and all requests.
    • Closures occurring beyond the standard guidelines are considered on a case-by-case basis.
    • Full closure (all lanes, one direction) requests are typically not permitted.
    • Closure times during holidays may vary.
    • Existing neighbouring roadway closures may impact the provided closure times for proposed expressway closures.
    • Long-term expressway closures may be permitted during restricted periods.
    • The portion of the occupied roadway with the fewest available lanes is considered to be the limiting factor. For example, a F.G.G. closure occurring across a stretch of roadway that expands from 3 lanes to 5 lanes will be considered based on the 3 lane.
    • Emergencies are considered to be any instances where an expressway closure is required to remove an immediate safety risk to the public. For example, a hanging streetlight that may fall at any moment is considered an emergency. Planned relamping of a stretch of hydro poles is not considered an emergency. For further details refer to the relevant contract service agreement.

    All work taking place in the right-of-way must display a sign within the work zone that includes a QR code provided in the RoDARS approval email.

    Each approval email will include a PDF attachment with a printable sign. This sign must be posted on-site and follows City of Toronto specifications, including unique document dimensions provided in the file.

    The QR code allows pedestrians and other road users to access more information by linking directly to the City of Toronto’s Road Restrictions Map.

    The unique information relating to the project details and start and end times on the sign is meant to be a sticker or insert in order to be able to utilize the same sign for multiple work.

    Residents are encouraged to contact the City with any concerns related to active RoDARS including accessibility issues, missing QR code, post-construction materials removal etc.
