Cut Permit applications are required by non-utility companies for daylighting, boreholes, test pits, traffic signal installations/removals, waterproofing, installing/decommissioning monitoring wells, or if you are installing sewer or water infrastructure under a Municipal Infrastructure Agreement.

For all right-of-way construction permit requests, the applicant must review T.O.INview. For any location showing “Metrolinx Corridor Development Permit” and/or Metrolinx related “Permit Review Zone”, it is the responsibility of the applicant to engage with Metrolinx to obtain the necessary permit/approvals.

Digital copies of application documents must be properly labeled. In order to process your non-utility Cut Permit application please submit the following:

  1. Completed Application Form
  2. Application Fee 
  3. Site Plan drawing in PDF format must provide the following information:
    1. Metric scale;
    2. Street/property lines;
    3. North arrow;
    4. Subgrade utilities;
    5. Existing physical features (i.e. building walls, trees, street furniture, etc.);
    6. The locations of the cuts;
    7. Dimensions of the cut area(s);
    8. Tie-in dimension to the nearest intersecting street(s);
    9. Tie-in dimension to an existing physical feature (i.e. light pole);
    10. Method of cut/excavation (i.e. hydrovac, drill, open trench); and
    11. Depth of excavation (if applicable).
  4. Provide a certificate of insurance for $2 million with the City of Toronto named as an additional insured, and containing a cross-liability clause.
  5. Deposit/fee of $225/borehole/monitoring well ≤0.30 m (or 12″).
  6. Deposit/fee of $500 per borehole/monitoring well/testpit ≥0.30 and ≤ 500 mm x 500 mm (or 2′).
  7. Deposit/Fee to be calculated for cut areas larger than 500mm X 500mm”

Please Note: All Cut Permits include a condition requiring all permit holders to contact the Work Zone Coordination group at minimum 10 business days prior to commencing work, and to provide them with a construction traffic management plan.

    5. Subgrade utilities;
    6. Existing physical features (i.e. building walls, trees, street furniture, etc.);
    7. Include locations of each borehole, monitoring well and soil vapour probe;
    8. Differentiate between borehole, monitoring well and soil vapour probe;
    9. Differentiate between monitoring wells and soil vapour probes that are existing and those proposed for installation/decommission;
    10. All boreholes, monitoring wells an/or soil vapour probes must be labelled with a unique number;
    11. The locations of the cuts;
    12. Dimensions of the cut area(s);
    13. Tie-in dimension to the nearest intersecting street(s);
    14. Tie-in dimension to an existing physical feature (i.e. light pole);
    15. Method of cut/excavation (i.e. hydrovac, drill, open trench); and
    16. Depth of excavation (if applicable).
  4. Provide a certificate of insurance for $2 million with the City of Toronto named as an additional insured, and containing a cross-liability clause.
  5. A Letter of Intent  – See a Sample Letter of Intent; and
  6. An indemnity report for decommissioning monitoring wells.

  5. Memo of acceptance and drawings stamped by Engineering and Construction Services.
