Cut Permit applications are required by non-utility companies for daylighting, boreholes, test pits, traffic signal installations/removals, waterproofing, installing/decommissioning monitoring wells, or if you are installing sewer or water infrastructure under a Municipal Infrastructure Agreement.
For all right-of-way construction permit requests, the applicant must review
T.O.INview. For any location showing “Metrolinx Corridor Development Permit” and/or Metrolinx related “Permit Review Zone”, it is the responsibility of the applicant to engage with
Metrolinx to obtain the necessary permit/approvals.
Non-Utility Cut Permit Application
Digital copies of application documents must be properly labeled. In order to process your non-utility Cut Permit application please submit the following:
- Completed Application Form
- Application Fee
- Site Plan drawing in PDF format must provide the following information:
- Metric scale;
- Street/property lines;
- North arrow;
- Subgrade utilities;
- Existing physical features (i.e. building walls, trees, street furniture, etc.);
- The locations of the cuts;
- Dimensions of the cut area(s);
- Tie-in dimension to the nearest intersecting street(s);
- Tie-in dimension to an existing physical feature (i.e. light pole);
- Method of cut/excavation (i.e. hydrovac, drill, open trench); and
- Depth of excavation (if applicable).
- Provide a certificate of insurance for $2 million with the City of Toronto named as an additional insured, and containing a cross-liability clause.
- Deposit/fee of $225/borehole/monitoring well ≤0.30 m (or 12″).
- Deposit/fee of $500 per borehole/monitoring well/testpit ≥0.30 and ≤ 500 mm x 500 mm (or 2′).
- Deposit/Fee to be calculated for cut areas larger than 500mm X 500mm”

Non-Utility Cut Permit for Installing or Decommissioning Monitoring Wells Application
Digital copies of application documents must be properly labeled. In order to process your application please submit the following:
- Completed Application Form
- Application Fee
- Site Plan drawing in PDF format must provide the following information:
- Metric scale;
- Street/property lines;
- Identify all street names an municipal addresses
- North arrow;
- Subgrade utilities;
- Existing physical features (i.e. building walls, trees, street furniture, etc.);
- Include locations of each borehole, monitoring well and soil vapour probe;
- Differentiate between borehole, monitoring well and soil vapour probe;
- Differentiate between monitoring wells and soil vapour probes that are existing and those proposed for installation/decommission;
- All boreholes, monitoring wells an/or soil vapour probes must be labelled with a unique number;
- The locations of the cuts;
- Dimensions of the cut area(s);
- Tie-in dimension to the nearest intersecting street(s);
- Tie-in dimension to an existing physical feature (i.e. light pole);
- Method of cut/excavation (i.e. hydrovac, drill, open trench); and
- Depth of excavation (if applicable).
- Provide a certificate of insurance for $2 million with the City of Toronto named as an additional insured, and containing a cross-liability clause.
- A Letter of Intent – See a Sample Letter of Intent; and

An indemnity report for decommissioning monitoring wells.

Non-Utility Cut Permit for Installing Sewer or Water Infrastructure Under a Municipal Access Agreement Application
Digital copies of application documents must be properly labeled. In order to process your application please submit the following:
- Completed Application Form
- Application Fee
- Provide a certificate of insurance for $5 million with the City of Toronto named as an additional insured, and containing a cross-liability clause.
- An executed copy of the Municipal Infrastructure Agreement.
- Memo of acceptance and drawings stamped by Engineering and Construction Services.
