The Highland Creek Treatment Plant (HCTP) is one of four wastewater treatment facilities operated by the City of Toronto. It is located at the mouth of Highland Creek at 51 Beechgrove Dr. in the Scarborough community of West Hill.

A Neighbourhood Liaison Committee (NLC) was formed to provide interested residents and businesses an opportunity to discuss plant issues with City of Toronto staff. Committee members also have the opportunity to provide input on issues related to the plant that could affect the surrounding community, such as proposed changes to the facility.
