Building Permit Applications
Most construction, renovations, alterations and demolitions require a building permit. You may want to make some alterations to your home, store or office, and most changes will require one or more building permits from Toronto Building.The process begins when you submit a completed application form together with the supporting documents and applicable fees.
Building Permit Streams
You may make applications for a Building Permit under two different streams:
Project Review Programs:
Toronto Building offers two types of Project Review programs to assist you in meeting various applicable law requirements. Each program is outlined below to assist you in making an informed decision on the program that best suits your needs.
- Preliminary Project Review (PPR)
The PPR provides one review of submitted plans to determine compliance with the City of Toronto’s Zoning Bylaw(s) and to identify other municipal laws that may require compliance prior to the issuance of a Building Permit. Additional reviews require the submission of a new request with new fees.
- Zoning Certificate (ZC)
The ZC Review is a detailed review of a proposal intended to determine zoning compliance and to identify all other applicable law required for the issuance of a building permit.
Fast-Track Permits
The City of Toronto also offers Residential FASTRACK and Commercial XPress project review services. These are intended to provide a faster review service, often 'while you wait', for smaller, less complex construction projects. Click the links below for more detailed information:
- Residential FASTRACK is a Building Permit service for certain types of projects in existing houses containing one or two dwelling units. The goal is to issue your permit while you wait. In some circumstances, however, it may take up to 5 business days to complete the review.
- Commercial Xpress is a Building Permit service for certain types of non-residential projects. The goal is to review eligible applications within 10 working days.
Other Services:
- Property Information Request
On request, we will provide a letter which gives you information on the zoning designation of a property, including site-specific by-laws. In addition, we will provide a list of active permits or files in the Toronto Toronto Building's system.
- Permitted Use Letter
On request, we will provide a letter which confirms the zoning designation, including site-specific by-laws, and the permitted use of a property.
- Routine Disclosure Policy
Toronto Building has developed a policy for the routine disclosure of building records in order to provide easier and faster access to some records. As of November 1, 2010 a fee of $66.30 will be required when Toronto Building records are disclosed.
Requests for disclosure of building plans must be made at the district office (link to Customer Service as #4 above) where the property is located.
