The division reviews permit applications, issues permits and conducts inspections in accordance with the Ontario Building Code, the City of Toronto's zoning by-laws and other legislation.

The division also performs preliminary review as part of the city's development approval process, provides zoning and building code information to the public and technical advice to City Council, committees, divisions and agencies.

Transition to new City-wide Zoning By-law
City Council passed Bill 643 to introduce the new City-wide Zoning By-law on May 9, 2013. The City-wide Zoning By-law applies to all new projects submitted after May 9, 2013. Please refer to the following resources for more information on how your application might be effected:

Preliminary Project Review – Use Only
Toronto Building is providing a new Preliminary Project Review –"Use Only" program.  The Program can be used to apply for an assessment as to whether the use is a listed permitted use at the specific location, under the current applicable zoning by-law.

Electronic Permit Review and Issuance
Toronto Building is introducing the electronic review and issuance of permits.

Effective November 12, 2012 all permit applications received for new projects will be reviewed electronically and the permit will be issued by Email or on a rewritable DVD.

Glass Balcony Guards
Ontario's Building Code has been amended by O. Reg. 159/12 to help address the safety of glass balcony guards. This amendment came into force on July 1, 2012. The new amendment makes reference to a new Supplementary Standard SB-13, "Glass in Guards". Learn more.
T.O. INview: New mapping tool shows planned capital construction in City
T.O. INview will allow users to identify the location, and other important details, of capital projects across Toronto that are planned to be constructed in 2012. Learn more.
Zoning Information Service Changes
The zoning information service provided by Toronto Building has changed. We will continue to provide zoning information at our District Customer Service Counters; however, zoning information is no longer available by telephone. For zoning summary information, please refer to the online summary sheets.
Electronic submission of Building Permit Applications
Toronto Building requires the mandatory electronic submission of all documents including forms, reports, specifications, calculations and plans / drawings for new projects. All applications for new projects must comply with the Electronic Submission Guidelines.

FASTRACK applications are exempt from mandatory electronic submission requirements, however electronic submission is preferred.

All documents must be submitted on a rewritable DVD. Please refer to our submission example which shows how the contents of the DVD are to be organized.

The electronic submission program will:
  • streamline the application process
  • provide a more efficient process of storing and accessing records
  • reduce printing costs; and
  • provide a more environmentally-friendly service

Pre-Application Applicable Law (PAL) Program
Toronto Building will be offering a new zoning review service beginning January 1, 2011. The new Zoning Certificate (ZC) review service will be replacing the current Pre-Application Applicable Law (PAL) review service offered by Toronto Building. In order to allow us to transition to this new service, please be advised that effective December 1, 2010, Toronto Building will no longer be accepting PAL applications. We apologize for any inconvenience and delay you experience during this transition time.
Toronto Green Roof Bylaw
The Green Roof Declaration Form and the Inspection Report Checklist are now available. The Declaration Form is required for all new buildings or building additions applications with a gross floor Area exceeding 2000 m², or where a green roof is proposed to be constructed. The Inspection Report Checklist is required to be submitted upon completion of the installation of the green roof.

A Designer self-checklist has been developed by the City to assist Designers in planning and reviewing their project by providing a summary of Ontario Building Code and By-law provisions. The supplementary guidelines to the Toronto Green Roof Construction standard are forthcoming.

Below Grade Parking Restriction
On November 30, 2009, City Council enacted a zoning by-law amendments to the following zoning by-laws within the North York Community Council district boundaries. East York, Leaside, North York, York and City of Toronto.

These amendments apply only to residential dwellings. The amendment restricts the parking or storage of vehicles located inside the dwelling or abutting the dwelling and which are below grade. Below grade means below the elevation of the centreline of the street or public lane directly across from the driveway leading to the parking space.

Vibration Control Requirements
All applications to construct or demolish a building or structure must be accompanied by a completed Vibration Control Form. This requirement does not apply to a Part 9 residential building as defined in the Ontario Building Code. The Vibration Control Form is available on this website under "Building Forms", or at any of our Toronto Building Customer Service counters located in each district. For full details, please refer to By-law 514-2008.

Residential Zoning Information now Available on-line
You can now find zoning information such as yard setbacks, gross floor area, and height by reviewing one of our zoning summary sheets.
Harmonized Landscaping Requirements
As part of the ongoing amalgamation process in the City of Toronto, staff are working towards a single harmonized zoning bylaw. Recently, the City of Toronto has harmonized the requirements for the widths of driveways and the amount landscaping in the front yards of small residential buildings in the city.
ONe-Source for Business
ServiceOntario is making it easier for business to get the government services they need through ONe-Source for Business, a new free online service that will offer an electronic one-stop shop for Ontario businesses, and people thinking about starting a business.
Toronto Building Customer Service office locations:

Customer service counters are open Monday to Friday from 8:30 a.m. to 4:30 p.m.

Please sign in upon arrival to secure your place in line and ensure you are served as quickly as possible. In order that all customers can be served at the counter on the day that they arrive, it is necessary to arrive and sign in no later than 3:30 pm. We apologize for any inconvenience, but this will ensure that customers can be served prior to closing at 4:30 p.m.
