Getting started | Types of licences

The Gaming Services office issues charitable gaming licences to eligible non-profit charitable and/or religious organizations.

Eligible organizations must pay a fee based on the value of prizes to get a lottery licence from the City before holding their event or selling raffle or break-open tickets.

Charitable gaming - definition
  • Charitable gaming refers to lottery events permitted under the Criminal Code of Canada.
  • Includes bingos, bazaars, raffles, break-open tickets, and social gaming events (such as casino nights and fundraising galas) held by non-profit charitable and/or religious organizations.
  • The commercial sector of the charitable gaming industry is regulated by the Alcohol and Gaming Commission of Ontario (AGCO).

  • If applying for the first time, you must apply for an eligibility review before getting a licence
  • If you are not sure of the type of licence you need, see the table below
  • Review the information for the type of licence you want online, or pick up an information package from a Registry Services office
