In 2004, the City of Toronto became the first municipality in Canada to create the office of the Integrity Commissioner.

City Council has passed Codes of Conduct to govern Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards in Toronto.

The Integrity Commissioner provides advice and education to Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards to assist in maintaining a high standard of ethical behaviour in City government.

The Integrity Commissioner also plays a role in investigating complaints (formal or informal) about the conduct of Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards and in determining whether or not there has been a violation of the City Codes of Conduct.

City Council receives an annual report from the Integrity Commissioner on the work of the office. From time to time, City Council refers matters to the Integrity Commissioner as part of building an ethical and accountable culture at City Hall.

At present, the office and position of Integrity Commissioner is a part-time one. The Commissioner and Administrative Assistant are available for in-person meetings on an appointment only basis.

Janet Leiper, Integrity Commissioner
2009

Janet Leiper assumed the role of Integrity Commissioner for a five-year term beginning on September 8, 2009.

Ms. Leiper, a lawyer and adjudicator, has practiced administrative and criminal law since her call to the Bar in 1987. She served most recently as Visiting Professor, Public Interest Law at Osgoode Law School where she implemented the first public interest graduation requirement for law students in Canada. Ms. Leiper is the former Chair of Legal Aid Ontario, appointed by the Government of Ontario from 2004 to 2007.

Ms. Leiper has extensive experience with administrative investigations, prosecutions and defence work. She has served as independent counsel to a number of regulated health professional colleges. Ms. Leiper is an Alternate Chair of both the Ontario Review Board and the Nunavut Review Board, presiding over hearings to determine the liberty of persons found not criminally responsible due to mental health disorders and persons found unfit to stand trial.

Ms. Leiper was awarded the 2009 Laura Legge Award from the Law Society of Upper Canada, an award that recognizes an Ontario female lawyer who has exemplified leadership in the legal profession.

In 2012, Ms. Leiper was elected a Bencher of the Law Society of Upper Canada, the governing body responsible for Ontario's legal profession.


Lorne Sossin, Integrity Commissioner
2008-2009
Lorne Sossin was appointed as Interim Integrity Commissioner on October 1st, 2008 after the retirement of David Mullan. His term ended on September 4, 2009 with the appointment of Janet Leiper. He will remain with the City as the Closed Meeting Investigator.

David Mullan, Integrity Commissioner
2004-2008
David Mullan retired from the role of Integrity Commissioner on September 30th, 2008 after serving four years as the first appointed Integrity Commissioner for the City of Toronto and the first in Canada.

The City of Toronto Act (in force January 1, 2007), provides a statutory mandate for the office of Integrity Commissioner.
