In 2004, the City of Toronto became the first municipality in Canada to create the office of the Integrity Commissioner.
City Council has passed Codes of Conduct to govern Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards in Toronto.
The Integrity Commissioner provides advice and education to Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards to assist in maintaining a high standard of ethical behaviour in City government.
The Integrity Commissioner also plays a role in investigating complaints (formal or informal) about the conduct of Members of Council, Members of Local Boards (Restricted Definition) and Adjudicative Boards and in determining whether or not there has been a violation of the City Codes of Conduct.
City Council receives an annual report from the Integrity Commissioner on the work of the office. From time to time, City Council refers matters to the Integrity Commissioner as part of building an ethical and accountable culture at City Hall.

2008-2009

Lorne was appointed as Interim Integrity Commissioner on October 1st, 2008 after the retirement of David Mullan. His term ended on September 4th with the appointment of Janet Leiper. He will remain with the City as the Closed Meeting Investigator. |

2004-2008 | David Mullan retired from the role of Integrity Commissioner on September 30th, 2008 after serving four years as the first appointed Integrity Commissioner for the City of Toronto and the first in Canada.
The City of Toronto Act (in force January 1, 2007), provides a statutory mandate for the office of Integrity Commissioner.
