2.CITY OF TORONTO 1999 OPERATING BUDGET REVIEW.

(1)Advising that The Budget Committee has completed its preliminary review of the 1999 Operating Budget and forwarding, in accordance with Budget Committee direction:

(a)the 1999 Operating Budget, together with a communication (March5, 1999) from Councillor Tom Jakobek, Chair, BudgetCommittee;

(b)the preliminary recommendations of The Budget Committee for the information of Community Council; and

(2)requesting that Community Council forward its recommendations pertaining to the 1999 Operating Budget to The Budget Committee prior to the commencement of the "wrap-up" meetings on April 6, 1999.

An overview of the 1999 Operating Budget will be provided by a member of the Senior Management Team.

MEMBERS OF THE COMMUNITY COUNCIL ARE REMINDED TO BRING THEIR BUDGET BINDERS TO THE MEETING.

3.PROPOSED 1999 OPERATING BUDGET

Forwarding Clause No. 3 contained in Report No. 2 of The Strategic Policies and Priorities Committee, headed "Proposed 1999 Operating Budget Process and Schedule" which was adopted, as amended, by the Council of the City of Toronto at its meeting held on February2, 3, and 4, 1999.

4.SERVICE LEVEL HARMONIZATION.

Advising that The Strategic Policies and Priorities Committee, on February 23, 1999, endorsed the Recommendations embodied in the report (February 19, 1999) from the ChiefAdministrative Officer with respect to service level harmonization, wherein it is recommended, among other things, that this report be forwarded to Community Councils, the respective Standing Committees; and further advising that the Committee requested TheWorks and Utilities Committee and The Urban Environment and Development Committee, to convene a joint meeting, as soon as possible, to consider policy issues, and report their findings to The Budget Committee for inclusion in the 1999 Operating Budget.

5.IMPLEMENTATION OF TWO-SIDED OVERNIGHT PERMIT PARKING ON DONLANDS AVENUE BETWEEN MORTIMER AVENUE AND SAMMON AVENUE.

Reporting on the introduction of overnight permit parking on both sides of DonlandsAvenue, between Mortimer Avenue and Sammon Avenue; advising that given that Donlands Avenue is already authorized for permit parking on an alternate side basis, no poll is required to ascertain support for the implementation of overnight permit parking on both sides of the street; that the proposal will provide 15 additional parking spaces for residents of this portion of the street; and recommending that:

(1)overnight permit parking be permitted on both sides of Donlands Avenue, between Mortimer Avenue and Sammon Avenue, on a street name basis, to operate during the hours of 11:00 p.m. to 5:00 a.m., 7 days a week;

(2)Schedule A of Overnight Parking Permit By-law No. 20-96, of the former Boroughof East York, be amended to incorporate two-sided overnight permit parking Donlands Avenue, between Mortimer Avenue and Sammon Avenue; and

(3)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

6.INTRODUCTION OF OVERNIGHT PERMIT PARKING ON WOODYCREST AVENUE BETWEEN MORTIMER AVENUE AND WESTWOOD AVENUE.

Reporting on the introduction of overnight permit parking on Woodycrest Avenue between Mortimer Avenue and Westwood Avenue, on a street name basis, to operate during the hours of 11:00 p.m. to 5:00 a.m., 7 days a week; and recommending that:

(1)the City Clerk be directed to conduct a formal poll of the residents of WoodycrestAvenue, between Mortimer Avenue and Westwood Avenue, to determine support for the implementation of overnight permit parking;

(2)the City Clerk report the results of the poll to the East York Community Council; and

(3)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

7.PARKING RESTRICTIONS ON CADORNA AVENUE BETWEEN O'CONNOR DRIVE AND PLAINS ROAD.

Reporting on the results of a traffic poll conducted on Cadorna Avenue between O'ConnorDrive and Plains Road with respect to the implementation of a "No Left Turn, 4:00 p.m. to 6:00 p.m., Monday to Friday, except public holidays" restriction; advising that the proposed changes can be accommodated from within the existing Operating Budget; and recommending that the report be received for information.

8.PARKING RESTRICTIONS ON WESTBROOK AVENUE BETWEEN WESTLAKE AVENUE AND CHISHOLM AVENUE.

9.TRAFFIC CONCERNS ON MACNAUGHTON ROAD

Reporting on the impact of a "No Right Turn" restriction for westbound traffic on MillwoodRoad at MacNaughton Road and recommending that the report be received for information.

10.AMENDMENTS TO PARKING REGULATIONS ON RUMSEY ROAD BETWEEN BROADWAY AVENUE AND GLENVALE BOULEVARD

Advising that a request had been received by CouncillorPitfield in response to a petition received from residents on Rumsey Road, between Broadway Avenue and GlenvaleBoulevard, to reduce long-term parking by persons attending the Institutions north of Glenvale Boulevard; advising that the funds associated with the implementation of the proposed parking regulation amendments are contained in the Transportation Services Division's 1999 Current Budget Estimates. The estimated cost of installing appropriate signs is $600.00; and recommending that:

(1)the Clerk's Department be directed to conduct a formal poll of the residents of Rumsey Road, between Broadway Avenue and Glenvale Boulevard, to determine support for the implementation of a one-hour maximum parking limit on both sides of Rumsey Road, between Broadway Avenue and Glenvale Boulevard, between 10:00 a.m. and 6:00 p.m., Monday to Friday and/or the implementation of a "NoParking Anytime" restriction on both sides of Rumsey Road between BroadwayAvenue and Glenvale Boulevard between 8:00 a.m. and 10:00 a.m.; and

(2)that the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the introduction in Council of any Bills that are required.

11.PARKING REGULATIONS ON AIRDRIE ROAD

Responding to a request from the East York Community Council regarding an amendment to parking regulations on Airdrie Road to accommodate local residents during the summer months (May - September) when starlings return and roost in trees on Airdrie Road; advising that the funds associated with the implementation of the proposed parking regulation amendments in the estimated amount of $600.00 can be accommodated within the 1999Transportation Services Division Operating Budget request; and recommending that:

(1)a 12 hour parking restriction be implemented on the north side of Airdrie Road, from a point 15 metres north of Heather Road to a point 19 metres further north thereof, from May 1st to September 31st;

(2)parking be prohibited on the north side of Airdrie Road from a point 15 metres north of Heather Road to a point 19 metres further north thereof from October 1st to April30th;

(3)parking be prohibited on the south side of Airdrie Road, from a point 15 metres north of Heather Road to a point 19 metres further north thereof, from May 1st to September 31st; and

(4)the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the introduction in Council of any Bills that are required.

12.PUBLIC MEETING HELD IN ACCORDANCE WITH THE PLANNING ACT WITH RESPECT TO ZONING BY-LAW AMENDMENTS TO REMOVE REGULATIONS GOVERNING FENCES ON DECKS AND PLATFORMS

Informing the East York Community Council that during the course of investigating a complaint regarding a conflict in law between the former Borough of East York ZoningBy-laws Nos. 1916 and 6752 and the Fence By-law No. 81-89, By-law Enforcement staff found that three By-laws regulated the height of fences or privacy screens on decks in the East York area; Planning staff are of the opinion that it is appropriate to remove the regulations governing decks from the former Borough of East York Zoning By-laws; and recommending that Council approve amendments to Zoning By-law No. 1916 and ZoningBy-law No. 6752 to remove regulations governing fence screen heights on decks and platforms.

18.RUSTY WATER PROBLEM

Informing the East York Community Council of the options that are available to assist residents who have "rusty water" problems and to advise proposed actions for SutherlandDrive; advising that the estimated cost to clean and cement mortar line the section of watermain along Sutherland Drive from Parkhurst Boulevard to McRae Drive is $18,000.00. This cost is included in the approved 1999 Capital Budget under the Watermain Cleaning and Lining Program; and recommending that the report be received for information.
