Advising that the Committee, at its meeting on December 1, 1999, had before it a report (November 15, 1999) from the Commissioner of Works and Emergency Services responding to a request from the Committee to report on a proposal for a pilot wet/dry collection project in conjunction with the Mixed Waste Recycling and Organics Processing Facility; and further advising that the Committee:

(1) deferred consideration of the aforementioned report and following motion until its next meeting, scheduled to be held on January 12, 2000:

Moved by Councillor Layton:

"That the source-separated organics pilot project proceed first"; and

(2) requested the Commissioner of Works and Emergency Services to submit a report to such meeting on:

(i) a breakdown of the estimated costs for the project; and

(ii) the volume of mixed waste and source-separated organic tonnage that can be handled by the pilot facility and by the expanded facility.

Respecting the costs of pilot and full facility operation of mixed waste and source separated organics processed at the Dufferin Mixed Waste Recycling and Organics Facility, as requested by the Committee on December 1, 1999; and recommending that mixed waste processing proceed as the first phase of testing at the Dufferin Mixed Waste Recycling and Organics Processing facility to allow finalization of the Toronto Integrated Resource Management (TIRM) Diversion process to proceed with minimal potential delay.

Responding to various requests for planning comments that have arisen from the public discussion of the City's proposed Road Classification System; and recommending that this report be received for information.

Advising that the Scarborough Community Council, on September 14, 1999, recommended that the Commissioner of Works and Emergency Services, when reviewing road classifications, be directed to take into consideration standards of construction and maintenance in areas proximate to parks/scenic areas.

2c. City Clerk (East York Community Council)

(September 20, 1999)

Advising that the East York Community Council, on September 14, 1999, received the report (June 29, 1999) from the Commissioner of Works and Emergency Services; and requested the Commissioner of Works and Emergency Services to submit a report to the East York Community Council with respect to:

(a) the issue of McRae Drive as it evolves from a minor arterial road to a collector road; and

(b) the concerns raised by Ms. Swarbrick in her deputation.

Advising that the York Community Council, on September 14, 1999, recommended to the Works Committee that:

(1) the Commissioner of Works and Emergency Services be requested to review the classification of Winona Drive between Eglinton Avenue West and Vaughan Road, with a veiw to redesignating this section of Winona Drive as a Local Road; and

(2) the Commissioner of Works and Emergency Services and the Acting Commissioner of Urban Planning and Development Services be requested to take into consideration the comments expressed in the communication dated September 14, 1999, from Ms. Madeline McDowell, a member of the Pedestrian Committee.

2e. City Clerk (East York Community Council)

(October 14, 1999)

Advising that the East York Community Council, on October 12, 1999, recommended that the Commissioner of Works and Emergency Services be requested to:

(1) submit a further report to the East York Community Council and the Works Committee with respect to Millwood Road and Southvale Drive;

(2) conduct a study of McRae Road, such study to consider stop signs at Southvale Drive and McRae Road and other traffic calming measures acceptable to the community and paying particular attention to the needs of the Fire Services and the TTC; and

(3) bring forward a harmonized City-wide policy with respect to speed bumps and speed humps and that until such a policy is approved by City Council, all further requests for such traffic calming measures throughout the City be held in abeyance;

and further advising that the East York Community Council endorses the recommendation of the Commissioner of Works and Emergency Services that the classification for McRae Road from Laird Drive to Millwood Road be changed from minor arterial road to collector road.

2f. City Clerk (Etobicoke Community Council)

(October 14, 1999)

Advising that the Etobicoke Community Council, on October 13, 1999, requested that the Works Committee defer consideration of the proposed road classification system to its meeting scheduled to be held on December 7, 1999, in order for the Community Council to have an opportunity to review the report, requested from staff for its next meeting, on the various issues raised by the Community Council, resident and local ratepayers organizations.

Advising that the North York Community Council, on October 12, 1999, deferred consideration of the reports to its next meeting scheduled for November 9, 1999; and requested the Works Committee to defer consideration of this matter which is expected to be considered by the Works Committee at its meeting scheduled for November 3, 1999, in order to allow the North York Community Council an opportunity to forward its comments and/or recommendations regarding this issue; and further advising that the North York Community Council tabled a motion by Councillor Moscoe, North York Spadina, for consideration at its next meeting, and requested the Commissioner of Works and Emergency Services to submit a comprehensive report to the North York Community Council for its next meeting commencing on the requests put forward in motions by Councillor Shiner, Seneca Heights; Councillor Flint, North York Centre South; and Councillor Minnan-Wong, Don Parkway.

2h. City Clerk (Toronto Community Council)

Advising that the Toronto Community Council, on October 12, 1999, recommended that the report (June 29, 1999) from the Commissioner of Works and Emergency Services respecting the proposed Road Classification System be:

(1) considered as a preliminary document to be evaluated in the broader context of goals for public health, sustainable transportation, environmental protection and the City's Official Plan;

(2) recognized as providing a significant opportunity to improve the City of Toronto's pedestrian environment and to eliminate the negative effects on the City's ever-increasing car use; and

(3) not be submitted to Council for approval until the Commissioners of Works and Emergency Services and of Urban Planning and Development Services have had sufficient time to report back to the Works Committee on the issues raised by the Toronto Pedestrian Committee with regard to this critical document, which outlines how 40 percent or more of the City's urban space is to be used and classified;

further recommending that:

(4) the report requested in Recommendation No. (3) be considered a priority;

(5) the Commissioner of Works and Emergency Services be requested to prepare a policy to reduce speed limits on minor and major arterial roads in close proximity to schools;

(6) the lower speed limit on local, collector and minor arterial roads be reduced from 40 km per hour to 30 km per hour; and

(7) the upper speed limit on local, collector and minor arterial roads be reduced from 60 km per hour to 50 km per hour;

and further advising that the Toronto Community Council requested the Commissioner of Works and Emergency Services, in consultation with the Ward Councillors, to report to the Works Committee, for its meeting to be held on November 3, 1999, on reclassifying the roads listed therein.

Advising that the East York Community Council, on December 2, 1999, had before it a report from the Director, Transportation Programming and Policy, Works and Emergency Services, responding to requests for the review of proposed road classifications for roads within the East York Community Council area; and that the East York Community Council recommended to the Works Committee that Southvale Drive remain as a "collector" road.

Advising that the North York Community Council, on November 9, 1999, deferred consideration of the reports (October 8, 1999) from the Director, Transportation Programming and Policy, and (June 29, 1999) from the Commissioner of Works and Emergency Services to its next meeting scheduled for December 2, 1999.

Advising that the North York Community Council, on December 2, 1999, recommended to the Works Committee that:

(1) the speed limit on Finch Avenue East, between Bayview Avenue and Don Mills Road and on Bayview Avenue, between Cummer Avenue and Steeles Avenue East, be reduced to 50 km per hour;

(2) the original designations of the following roads be maintained; and the staff recommendations regarding reclassification on these roads not be adopted:

Spring Garden Avenue from Wilfred Avenue to Bayview Avenue;

Bishop Avenue from Willowdale Avenue to Maxome Avenue;

Madawaska Avenue from Dumont Street to Yonge Street;

Moore Park Avenue from Yonge Street to Cactus Avenue;

Greenwin Village Road from Cactus Avenue to Bathurst Street;

Ellerslie Avenue from Senlac Road to Bathurst Street; and

Hilda Avenue/Talbot Road from Hendon Avenue to Steeles Avenue;

(3) the following roads be classified as Local:

(a) (i) Blithfield Road;

(ii) Citation Drive;

(iii) Bayview Mews;

(iv) Hawksbury Drive from Elkhorn to Sheppard Avenue;

(v) Burbank Drive;

(vi) Ruddington Drive;

(vii) Tollerton Avenue; and

(viii) Heathview Avenue; and

(b) McNicoll Avenue from Gordon Baker Road to Bayview Avenue; be classified as a Collector Road,

provided that snow clearing, sanding and salting on these roads is not affected; and that the Director, Transportation Programming and Policy, Works and Emergency Services, report on any reduction to the level of snow clearing, sanding and salting service for the 1999/2000 program resulting from the changes in classifications, prior to the matter being considered by City Council;

(4) the following roads be classified as Collector Roads, as recommended in Table 1, entitled "Review of Proposed Road Classification - North York", attached to the report (November 18, 1999) from the Director, Transportation Programming and Policy, Works and Emergency Services:

(i) Cassandra Boulevard;

(ii) Fenside Drive;

(iii) Lyndock Crescent;

(iv) Roywood Drive; and

(v) Three Valleys Drive;

and that the request to reclassify these roads to Local, be withdrawn;

(5) Sloane Avenue be classified as a Minor Arterial, as recommended in Table 1, entitled "Review of Proposed Road Classification - North York", attached to the report (November 18, 1999) from the Director, Transportation Programming and Policy, Works and Emergency Services; and that the request to reclassify this road to Collector, be withdrawn;

(6) the following changes be made to Table 1 attached to the report (November 18, 1999) from the Director, Transportation Programming and Policy, Works and Emergency Services, entitled "Review of Proposed Classifications - North York":

(a) from Collector Road to Local Road:

(i) Item No. 4 in Table 1 - Davean Drive; and

(ii) Item No. 7 in Table 1 - Fifeshire Road: Knollwood Street to Toba Drive;

(b) from Local Road to Collector Road:

(i) Item No. 29 in Table 1 - Truman Road: Bayview Avenue to Gerald Street; and

(ii) Item No. 35 in Table 1 - Woodsworth Road: Davean Drive to Bannatyne Drive;

(c) add/clarify:

(i) Item No. 6 in Table 1 - that the section column be amended to read, "Bayview Avenue at Fifeshire south; and

(ii) Item No. 8 in Table 1 - that the section column be amended to read, "Bayview Avenue at Fifeshire north"; and

(d) add:

(i) Item 29A to Table 1 to read as follows: Truman Road: Gerald Street to Northdale Road, to remain classified as a Local Road;

and further advising that the North York Community Council also requested the Director, Transportation Programming and Policy, Transportation Services Division, to report on the feasibility of upgrading the designation of Blaney Crescent from a Local Road to a Collector Road.

(October 19, 1999)

Advising that the Toronto Pedestrian Committee, on October 7, 1999, recommended to the Works Committee:

(1) consider the June 24, 1999 proposed road classification system report a preliminary document to be evaluated in the broader context of goals for public health, sustainable transportation, environmental protection, and the Official Plan;

(2) recognize that this report provides a significant opportunity to improve the Toronto's pedestrian environment and eliminate the negative effects on the City of ever-increasing car traffic;

(3) delay referral of any proposed road classification system to City Council for adoption until the Commissioner of Works and Emergency Services and the Acting Commissioner of Urban Planning and Development Services have had sufficient time to report back to the Works Committee on the inclusion of the issues raised by the Toronto Pedestrian Committee with regard to this critical document which outlines how 40 percent or more of the City's urban space is to be used and classified and that such report be considered a priority item; and

(4) request the Commissioner of Works and Emergency Services to prepare a policy to reduce speed limits on minor and major arterial roads in close proximity of schools;

and further advising that the Toronto Pedestrian Committee requested that the aforementioned recommendations be forwarded to the Medical Officer of Health, the Environmental Task Force, the Health City Office and the Older Women's Network for their consideration and appropriate action.

Forwarding the following recommendations with respect to the proposed Road Classification System:

(1) the road classification be modified so that predominantly residential streets except for arterials be classified as local or given a special classification; and

(2) any changes in traffic operations for these streets such as elimination of stop signs, truck restrictions, etc., should not be proposed except through the appropriate Community Council and in consultation with residents in the area through their local Councillor.

3. 3Rs PILOT PROJECTS - FINDINGS AND ACTIONS.

Responding to the request of the Committee at its meeting on October 6, 1999, for a report on the 3Rs pilot projects undertaken by the former Metropolitan Toronto; providing a brief summary of the findings of the pilot projects and an update on actions resulting from the following pilots:

(1) - Enhanced Diversion from Apartments;

(2) - Maximum Diversion from a Curbside Route;

(3) - Curbside Collection of Textiles;

(4) - Intensive Household Hazardous Waste Promotion and Collection;

(5) - Backyard Composter Distribution;

(6) - Multi-Residential Composter Distribution;

(7)(8) - Residential and Commercial Organics Waste Collection;

(9) - Residential Diaper Collection;

(10) - Kensington Vermicomposting Pilot;

(11) - Commercial Wet Waste Collection;

(12) - Kraft Bag Leaf and Yard Waste Collection; and

(13) - Waste Watcher Volunteer Program;

and recommending that this report be received for information.

4. PUBLIC CONSULTATION FOR THE PROPOSED

SOLID WASTE COLLECTION BY-LAW.

Outlining the Solid Waste Collection By-law stakeholder consultation process, which will provide an opportunity for the City's customers to comment on any changes that may affect their collection service, and allow staff to incorporate customer feedback into the draft by-law prior to submission to the Committee; noting that the proposed by-law has been developed to provide a fair and equitable collection system and also addresses opportunities for improve service delivery and increased waste diversion; and recommending that the report be received for information.

5. PUBLIC CONSULTATION FOR THE PROPOSED SOLID WASTE

MANAGEMENT SERVICES REQUIREMENTS FOR

DEVELOPMENTS AND REDEVELOPMENTS.

Outlining the stakeholder consultation process with respect to proposed requirements for solid waste collection for developments and redevelopments, which will provide an opportunity for those involved in the development process to comment on any issues that may affect their future development or redevelopment proposals, and allow staff to incorporate this feedback into the draft requirements prior to submissions to the Committee; noting that the proposed requirements have been prepared to ensure a fair and equitable collection system for the City's customers and also addresses opportunities for improved service delivery and increased efficiencies through standardizing consultation process with regards to new developments and redevelopments; and recommending that the report be received for information.

6. HARMONIZATION OF WASTE MANAGEMENT FEES FOR

MULTI-UNIT RESIDENTIAL BUILDINGS.

Discussing the following options for harmonizing fees for waste and recycling containers and increasing diversion in multi-unit residential buildings in the City of Toronto:

Option (1): Waste Containers are Provided by the Owner/Property Manager;

Option (2): Implement a Bulk-Lift Container Rental Fee to all Multi-Unit Residential buildings; and

Option (3): Comprehensive Service Fee System;

advising that as part of the overall by-law consultation process, staff will be consulting with multi-unit residential building owners and property managers on the options and will report back with the results, with financial implications, prior to finalizing the draft by-law; and recommending that this report be received for information.

7. NORTH YORK FULLY AUTOMATED "FLOWER POT"

WASTE COLLECTION SYSTEM.

Advising that the North York Community Council, on January 18, 2000, had before it a report (November 16, 1999) from the Commissioner of Works and Emergency Services respecting the North York fully automated "Flower Pot" waste collection system; further advising of the establishment of a working group, with the terms of reference as outlined therein, comprised of Councillors Moscoe, Shiner, Augimeri and Feldman, and a representative appointed by C.U.P.E. Local 416, with Councillor Saundercook, Chair of the Works Committee invited to participate, to report to the May 2, 2000, meeting of the North York Community Council; and recommending that the aforementioned report be received.

8. EXEMPTION FROM WASTE DISPOSAL FEES

FOR CHARITABLE ORGANIZATIONS.

Recommending that Planet Aid Canada Inc., a registered charitable organization, be granted an exemption from the waste management fees that would otherwise be payable for waste generated and delivered to the City's solid waste management facilities by their organization.

9. PROMOTIONAL OPPORTUNITIES FOR REUSE AND

RECYCLING OF CONSTRUCTION AND DEMOLITION WASTE.

Responding to requests from the East York Community Council and the 3Rs Sub-Committee for a report on the implementation of a proposal by Home Again Recycling Depot; advising that effective March 1, 2000, brochures informing building permit applicants of reuse and recycling opportunities for their construction and demolition waste will be available at all building permit offices; and recommending that this report be received and forwarded to the East York Community Council and the Toronto 3Rs Sub-Committee for information.

10. PROPOSED STREET NAMING POLICY.

Recommending that:

(1) the Street Naming Policy, outlined in Attachment No. 1, be circulated to the Community Councils for comment;

(2) the Community Councils be requested to forward their comments to the Works Committee meeting of April 19, 2000, for processing through to City Council; and

(3) if the Street Naming Policy contained in this report is adopted, the City Solicitor be authorized to apply for special legislation to extend the provisions of the City of Toronto Act, 1991, which allows for the naming and numbering of private streets, to other areas of the new City of Toronto.

11. ENGINEERING SERVICES TO COMPLETE

REHABILITATION OF NORTH ELECTRICAL SUBSTATION

AT ASHBRIDGES BAY TREATMENT PLANT.

Recommending that authority be granted to amend the existing engineering services Agreement with the engineering firm of MacViro Consultants Inc. for detailed investigation of existing site conditions, detailed design and general administration and site supervision services related to electrical equipment modifications associated with the Blower Building in conjunction with the Rehabilitation of the North Electrical Substation at the Ashbridges Bay Treatment Plant, by an additional amount of $60,990.00, including all applicable taxes and disbursements.

12. F.G. GARDINER EXPRESSWAY MAIN DECK REPAIR -

YORK STREET TO JARVIS STREET -

CONTRACT No. 00FS-01S, TENDER CALL No. 285-1999.

Recommending that:

(1) pre-budget approval in the amount of $6,300,000.00 to be expended in 2000 be granted for the Frederick G. Gardiner Expressway main deck repair - York Street to Jarvis Street;

(2) Contract No. 00FS-01S, Tender Call No. 285-1999 for F.G. Gardiner Expressway Main Deck Repair - York Street to Jarvis Street, be awarded to Dufferin Construction Company who submitted the lowest price bid in the amount of $5,047,677.06;

(3) commencing the first day of construction (expected to be April 14, 2000) and terminating on the last day of construction (expected to be October 9, 2000), the speed limit on the Frederick G. Gardiner Expressway be designated as 60 kilometres per hour at the following locations:

(1) eastbound Frederick G. Gardiner Expressway from a point approximately 40 metres east of Rees street to a point approximately 40 metres west of Sherbourne Street; and

(2) westbound Frederick G. Gardiner Expressway from a point approximately 260 metres east of Sherbourne Street to a point approximately 250 metres west of York Street; and

(4) appropriate City officials be authorized and directed to take the necessary action to implement the foregoing, including the introduction in Council of any necessary Bills that are required.

13. CO-GENERATION FACILITY AT THE HUMBER TREAT PLANT

ADDITIONAL EXPENDITURES FOR EXTRA WORK -

CONTRACT No. WPC-11-97.

Recommending that:

(1) additional expenditures in the amount of $384,750.00 including Goods and Services Tax, be authorized for the performance of necessary additional work on Contract No. WPC-11-97 for the construction of the Cogeneration Facility at the Humber Treatment Plant, and in accordance with the estimates listed in Appendix A attached; and

(2) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

14. CONSTRUCTION EFFECTS ON SMALL BUSINESSES.

Responding to a communication from Councillor Layton, Don River, that was before the Committee at its meeting on November 3, 1999, regarding the effects of City and Toronto Transit Commission construction projects on small businesses; advising that two recent District 1 construction projects that received community complaints have been examined to determine what steps can be taken on future projects to mitigate the negative effects during construction on small businesses and the adjacent community, and outlining four strategies that can be implemented; and recommending that this report be received for information and forwarded to the Toronto Association of Business Improvement Areas (TABIA) for their review and comment to the Commissioner of Works and Emergency Services.

15. POST-IMPLEMENTATION REVIEW OF

"TRANSIT-FIRST" TRAFFIC MANAGEMENT PLAN.

Advising that the Commission, at its meeting on January 12, 2000, considered a report entitled "Post-Implementation Review of 'Transit First' Traffic Management Plan", which was implemented for six evenings during the Benson and Hedges Symphony of Fire event; and forwarding the aforementioned report to City Council through the Works Committee for information.

16. THROUGH TRAFFIC RESTRICTION: LAWRENCE AVENUE WEST

17. PROPOSED INSTALLATION OF TRAFFIC CONTROL SIGNALS AT

FINCH AVENUE EAST AND LISZT GATE/TRUDY ROAD.

(1) traffic control signals be installed at the intersection of Finch Avenue East and Liszt Gate/Trudy Road;

(2) concurrent with the traffic control signals installation, the existing pedestrian refuge island be removed; and

18. TRAFFIC SAFETY BUREAU

Advising that the Toronto Pedestrian Committee on December 3, 1999, directed that the Works Committee be advised that the Traffic Safety Bureau continues to support the creation of a Traffic Safety Bureau, but that further elaboration and clarification of its mandate is required; and forwarding a communication from Ms. Rhona Swarbrick, Co-Chair, respecting the Traffic Safety Bureau.

19. APPOINTMENTS TO THE TORONTO PEDESTRIAN COMMITTEE

Recommending that:

(1) the following persons be appointed to the Toronto Pedestrian Committee for a term to expire on November 30, 2000, or until their successors are appointed:

Mr. Bryan Bowen, Toronto;

Ms. Peg Lush, Toronto;

Ms. Sophia Rosalind McKenna, Toronto;

Mr. Dave Meslin, North York;

Mr. J. Richard Nelson, East York; and

Ms. Dawn Williams, East York; and

(2) in the event that a vacancy occurs on the Toronto Pedestrian Committee during the current term, the following candidates be considered for appointment to fill such vacancy for the remainder of the term:

Mr. William Brown, Toronto;

Mr. Jim Anderson, Toronto; and

Ms. Gudran Hodnett, Toronto;

(3) correspondence be forwarded to Trustee Clune thanking him for his contribution to this Committee; and

(4) the communication (December 9, 1999) from Trustee Donald Clune, be received; and

(5) the Toronto Catholic District School Board be requested to appoint a new member to the Toronto Pedestrian Committee to replace Trustee Donald Clune.

20. WET WEATHER FLOW MANAGAEMENT MASTER PLAN - WORK PLAN.

Recommending that:

(1) the attached Work Plan Summary and Work Plan Schedule for the Development of the City of Toronto Wet Weather Flow Management Master Plan be received and approved;

(2) the Commissioner of Works and Emergency Services investigate additional funding opportunities from the Federal and Provincial levels of government to support the development of the Wet Weather Flow Management Master Plan; and

(3) the Commissioner of Works and Emergency Services report to the Works Committee before the 2001 Water and Wastewater Capital Works Program is submitted with a progress report on the development of the Wet Weather Flow Management Master Plan and a revised estimate for the funding necessary to complete the development of the Plan.

21. GREEN FLEETS INITIATIVE.

Recommending that the Committee request an update from the Fleet Operations regarding the progress of the Corporate Green Fleets Committee towards implementing the targets approved by Council; and that the status report include information on the feasibility of purchasing or leasing hybrid electric vehicles such as the Toyota Prius or Honda Insight for the corporate fleet in the current year.

22. HEALTH ASPECTS OF BIOSOLID PELLETS.

Requesting the Works Committee and the Board of Health to direct staff to provide a report for an on-going monitoring system with respect to the City's biosolids agreement, such report to be directed to both the Board of Health and the Works Committee.
