Mail-in Voting

If you are an eligible Toronto voter and are looking for an alternative to voting in person, you can request to vote by mail.

Note: the deadline to apply for Mail-in Voting is Thursday, September 24 at 4:30 p.m.

Step 1: Request your package

• Request to vote by mail from September 1 to September 24, 2026.
• Online or contact Toronto Elections by calling 416-338-1111 (press option 5), before 4:30 p.m. on Thursday, September 24.

Step 2: Mark your ballot

• Once approved, Toronto Elections will mail out your voting package. Packages will start to be mailed out September 14.
• Review the list of candidates running in your ward.
• When you decide who you want to vote for, mark your ballot by filling in the oval to the right of the candidate of your choice (only use a black or blue pen to mark your ballot).

Step 3: Return your package

• Follow all instructions listed on your supporting documents.
• Return your completed Mail-in Voting package (containing your marked ballot and supporting documents) to Toronto Elections as soon as possible before the return deadline of October 14 at noon (12 p.m.).
• There are two options to return your package:

1. • Use the pre-paid postage and deposit in any Canada Post mailbox to arrive by the October 14 deadline.
   • Hand deliver to any of the yellow drop boxes available in each ward across Toronto.

When requesting to vote by mail, you may be required to upload a photocopy of your identification if you are adding yourself or revising your information on the voters’ list.

One piece of identification showing your name and qualifying Toronto address is needed when you vote. View the full list of acceptable identification.

Your Mail-in Voting package will include complete instructions, an official ballot, a declaration form, a white secrecy envelope and a yellow return envelope with pre-paid postage (within Canada).

To make sure your marked ballot is counted, you must:

1. Mark the ballot to vote and place it into the white Secrecy Envelope (Seal the white Secrecy Envelope).
2. Sign and detach the Declaration Form. Your vote will NOT be counted if you don’t sign the Declaration Form.
3. (if required) Place a photocopy of your identification in the yellow Election Return Envelope.
4. Place the signed and detached Declaration Form into the yellow Election Return Envelope.
5. Place the sealed white Secrecy Envelope into the yellow Election Return Envelope.
6. Now SEAL the yellow Return Envelope.

Toronto Elections must receive the yellow Return Envelope with your marked ballot and supporting documents by noon (12 p.m.) on Wednesday, October 14, 2026, by mail via Canada Post or hand delivered to a yellow Mail-in Voting drop box.

Completed Mail-in Voting packages can be deposited into any of the secure yellow drop boxes. Each ward will have two drop boxes, but you can deposit your package at any location.

Drop box locations will be emptied daily and monitored by CCTV until October 14 at noon (12 p.m.).

Locations of the drop boxes will be available starting September 1. 

Your completed Mail-in Voting package (containing your marked ballot and supporting documents) must be received by Toronto Elections no later than noon (12 p.m.) local time on Wednesday, October 14, 2026. Packages received after that time will not be counted.

You can return your yellow Return Envelope through Canada Post mail with pre-paid postage or hand deliver it to a secure yellow drop box. Each ward will have one drop box.

To track your package, use the confirmation code you received by email after completing your application online. You can view when your request is approved, when the package is mailed and when Toronto Elections receives your completed package.

Note: you cannot return your completed Mail-in Voting package to a voting place.

For international voters, you will need to request your package online as soon as possible beginning September 1.

Once your application is approved, Toronto Elections will mail your package through Canada Post regular postage. Canada Post international mailing standards indicate 5 to 7 business days for delivery.

You are responsible for mailing your completed Mail-in Voting package with marked ballot and supporting documents. You must pay for the return postage. Toronto Elections will not accept return packages and ballots via email. Toronto Elections will need to receive your Mail-in Voting package by the return deadline of Wednesday, October 14 at noon (12 p.m.) for your vote to be counted.

Another option available to eligible international voters is to vote by proxy, where you may appoint another eligible voter to vote on your behalf by completing and submitting a Voting Proxy Appointment form. To learn more, contact voterregistration@toronto.ca.

To track your package, use the confirmation code you received by email after completing your online request. You can view when your request is approved, when the package is mailed and when Toronto Elections receives your completed package.

If you don’t receive your package, but tracking shows it was sent or returned, notify Toronto Elections immediately. Call 416-338-1111 and press option 5.

If you require assistance with the online process, completing the packaging, marking your ballot or mailing your completed Mail-in Vote package, call 416-338-1111 and press option 5 to discuss your options.

You are encouraged to seek assistance from a family member, care giver or designate, but a candidate running in the 2026 election cannot provide assistance.

A braille voting package is available when requesting to vote by mail online or by phone starting September 1. Braille Mail-in Voting packages will be mailed out through Canada Post.

Additional resources and instructions will be sent by email when the package is mailed out.

Braille package components will include:

1. A declaration/instruction form in braille to be signed and returned.
2. A braille overlay template for marking your official ballot.
3. An official ballot.
4. An official candidate list in braille and print that matches your official ballot and overlay template.
5. A ballot secrecy envelope with a braille embossed identifying label.
6. A yellow return envelope with pre-paid postage and braille embossed identifying label.

To request a replacement package, call 416-338-1111 and press option 5 to speak with Mail-in Voting staff.

As soon as your request to vote by mail is approved by Toronto Elections, you are marked as “voted” and you are asked to refrain from voting during advance vote or on election day.

If you change your mind and decide to vote in person, but you haven’t returned your package, you will be required to complete a declaration at the voting place. To vote in person you must provide required identification.

You cannot vote in person at a voting place if you have returned your completed Mail-in Voting package (containing your marked ballot and supporting documents). Your vote is complete.
