Contact 311 to submit a service request for investigation if you wish to report dogs on a leash on a swimming beach in a City park, between April 1st and October 31.

The Parks Bylaw states that while in a park, individual having control of a dog shall not allow the dog to enter a swimming beach except between November 1 and march 31. This excludes individuals with disability accompanied by a service animal, and working dogs providing services to the City.

Note: Dogs are permitted off-leash below the snow fence line (from the fence to the beach), at Kew-Balmy Beach and Woodbine Beach between November 1 and March 31. No enforcement action can be taken during this time.

Further information on regulations for dog owners, requirements to keep dogs on leash, fines for having a dog off-leash or to find a dog off-leash area in your neighbourhood, visit the City of Toronto website.
