The water and sewer portion of the utility bill is calculated by multiplying the amount of water consumed within the billing period by the water rate . The block one rate applies to all domestic-use water consumption and is the rate that is charged to most residential properties. The block two rate applies to industrial process water consumption only where customers meet the eligibility criteria.
The solid waste portion of the utility bill is calculated by taking the solid waste rate respective to the size of your solid waste bin and multiplying by the number of days in the billing period.
Estimated billing water charges on utility bills are occasionally issued to properties. Once an actual meter reading is obtained, any billing discrepancies will be adjusted on future bills.
A fee for oversized and metal items is also applied to every utility bill based on a daily rate. The annual fee for residential and multi-residential properties will appear on the utility bill regardless of whether an oversized item is placed out for collection or not. The amount will be spread over the year, billed at pro-rated amounts based on the length of a given billing period.

The sewer component of the water portion of the utility bill represents the total cost for wastewater treatment, infrastructure, and maintenance of the sewer system. The City simply provides a breakdown of water and sewer charges as additional information to customers. The sewer component of the total water rate is approximately 57 percent.

Contact the Toronto Water Meter department to schedule an appointment for a water meter installation. Switching your utility account from a flat rate account to a metered account is required in accordance with the City's Water Meter Program.
Note: You will incur a Flat Rate Legacy Fee if you do not arrange for water meter installation.
