The City is implementing humane control measures in areas that are known to have large pigeon populations. Part of this strategy includes exploring the use of pelleted food that acts as a contraceptive.
Toronto Animal Services is piloting a project using OvoControl, a birth control for birds. Five feeding locations were set up in 2024 as a humane strategy to address and decrease the pigeon population. In 2025, staff are continuing the program over the next year at three locations, with improvements based on lessons learned from the pilot.
