The City of Toronto offers free, made-in-Toronto pre-approved building plans for four-unit and six-unit multiplexes. You can use these plans as a starting point for adding housing on your property.

You still need to apply for a building permit if you use one of these plans. A permit can only be issued if your proposed construction meets the Building Code Act, the Ontario Building Code, the City’s zoning bylaw and other applicable laws.

The City issued an RFP for the Pre-Approved Multiplex Plans and LGA Architects was the successful proponent. The pre-approved plans comply with Ontario Building Code and City zoning requirements that apply to the building design itself. Site-specific requirements, including those related to the placement of the building on the property, must still be reviewed as part of the building permit application.

When applying for a building permit, enter the pre-approved plan number on the Application to Construct or Demolish form. You do not need to submit the pre-approved drawing.

Pre-approved building plans require input from a qualified design professional to complete site-specific elements for a building permit application.

If any modifications are made to the pre-approved plan selected, including HVAC or plumbing modifications, the plan will no longer be considered pre-approved, and this process for applying for a building permit will NOT apply. You may apply for a building permit through the regular application process.

In planning your project, you may choose a plan from the following catalogue of designs.

For each plan, you must choose your desired HVAC system.

Simply reference the plan ID and HVAC type (see Mechanical and Plumbing Requirements accordion below) in your building permit application. Where the plan number is so referenced, you will not need to include the plan itself in your building permit application.

While the plans have been pre-approved, a qualified design professional is still required to review, assume responsibility for, and finalize all site-specific aspects of the design in accordance with the Building Code and the Building Code Act. In order to use the Pre-Approved plans, these matters must be addressed in a letter from a Qualified Design Professional submitted as part of your building permit application. The required contents of these letters are outlined in the Required Documents section below.

The following documents need to be attached as a single file and attached as ‘Application Drawings’ in your online submission.

Site Plan

A survey or site plan needs to include:

  • Property lines, lot area, right-of-way or easements (referenced to a current survey)
  • Location of existing/proposed buildings with overall dimensions and include setback dimensions to property lines and adjacent buildings
  • Summary of permitted and proposed zoning provisions to include lot area, building area (GFA), coverage, and grade elevations to confirm height
  • Dimensioned parking areas, driveways, hard & soft landscape treatments, accessory structures (sheds, decks, detached garages, etc)

Lot Grading Plan

A lot grading plan needs to include:

Sheets A010 and A011

Fillable versions of the Building Code Matrix and Zoning Matrix are currently under development. Until they become available, applicants can refer to the templates provided in the pre-approved plans package and prepare their own project-specific matrices.

Construction Details and Notes

  • Building materials & specifications of all wall, floor, and roof assemblies with typical wall section and typical roof detail.
  • Provide guard details including connection detail.

Qualified Design Professional Letters

A letter is required from each qualified design professional taking responsibility for the pre-approved plans as part of the permit application. The letter must be signed and sealed by the qualified design professional. This will serve as the seal for the permit documents.

Each letter must contain the following elements:

Architectural Qualified Design Professional Letter

  • Confirm that all exposing building face diagrams have been validated.
  • Confirm that the side elevations and front and rear elevations have been validated.
  • Identify the final cladding material selected for the project.
  • For a sixplex, indicate whether window sprinklers or fire shutters will be used.
  • Confirm that the qualified design professional is taking responsibility for the applicable architectural components of the pre-approved plans.
  • Include the qualified design professional’s signature and seal.

Structural Qualified Design Professional Letter

  • Confirm the anticipated bearing capacity of the site.
  • Confirm the foundation and footing depths of neighbouring properties.
  • Confirm the shoring requirements for the site.
  • Provide the angle of repose in relation to adjacent properties.
  • Confirm that the qualified design professional is taking responsibility for the applicable structural components of the pre-approved plans.
  • Include the qualified design professional’s signature and seal.

If shoring is required, separate shoring drawings must be submitted. Shop drawings for the non-combustible side wall assemblies, entry platform, exit stair where applicable, and lateral column are also separate submission documents rather than letter content.

Mechanical, HVAC and Plumbing Qualified Design Professional Letter

  • Confirm the HVAC type.
  • Provide or confirm the heating-load calculations.
  • Provide or confirm the cooling-load calculations.
  • Confirm the equipment requirements.
  • Confirm the proposed duct runs.
  • Confirm the required cubic feet per minute, CFM, for each room.
  • Confirm that the selected equipment complies with the applicable requirements.
  • Confirm the incoming site services.
  • Confirm the incoming sanitary invert elevations.
  • Confirm whether a sanitary pump is required.
  • Confirm that the qualified design professional is taking responsibility for the applicable HVAC and plumbing components of the pre-approved plans.
  • Confirm that the qualified design professional is taking responsibility for the applicable electrical components of the pre-approved plans.
  • Include the qualified design professional’s signature and seal.

The Energy Efficiency Design Summary, plumbing data sheet, window-sprinkler shop drawings where applicable, and Commitment to General Review are separate submission items rather than content of the letter.

Compliance using prescriptive method

Compliance using performance and other acceptable compliance methods

Required when applying to construct a new Part 9 residential building or an addition to an existing Part 9 residential building, to establish compliance with the energy efficiency requirements stipulated in Supplemental Standard SB-12 of the Ontario Building Code.
Infill Public Notice Declaration Form This is a declaration form to be submitted to Toronto Building in order for the Owner or authorised agent of the owner to request an electronic copy of the Residential Infill Public Notice from Toronto Building
Municipal Road Damage Form Applicant/owner is required to pay a damage deposit as a protection guarantee against damage to the curb, sidewalk, road, public laneway, boulevard and other services as well as tracking mud on City streets, or failing to clear snow and ice from sidewalks while construction is in progress.
Tree Declaration Form Required for all projects where there is a potential for damage to private or City trees. Applicant is also responsible to comply with other tree protection bylaws.
Lot Grading for Infill Housing Letter of Undertaking Required when applying for permits for new housing which are not subject to Sub-division or Site Plan Approval.
Declaration Form - Overhead Electrical Conductors The purpose of this form is to confirm compliance with Article 3.1.20.1 (as may be referenced by 9.1.1.5) of Division B of the Ontario Building Code (“Article 3.1.20.1”), and it shall be submitted with every permit application for the construction of a new building or the construction of an addition to an existing building. The form must be signed by the designer who has prepared the designs in support of the building permit application.
Commitment to General Reviews by Architect and Engineer Required for all buildings where professional design and field review is required by the Ontario Building Code. This Commitment form must be signed by the owner or agent and the professional architect, engineer, or consultant.
To be provided during construction:
The Lot Grading Consultant must issue a final Lot Grading Certificate to Toronto Building upon completion of the final grades during construction.

Please note that to add related permits, you must use the reference number and access code provided in your building permit application confirmation email.

To submit Plumbing, Drain and Mechanical permits associated with the Multiplex permit, please submit all required forms and documentation for these permits online.
