Preliminary review of the submitted plans to confirm zoning and applicable law compliance, allowing a complete application for a building permit.

Where an application for a building permit is made with a Zoning Applicable Law Certificate, using the Declaration Form – Use of Zoning Applicable Law Certificate, the fee paid for the Zoning Applicable Law Certificate will be credited to the building permit application such that the building permit fees will be reduced by the amount of the Zoning Applicable Law Certificate fee.  

Detailed review of a proposal intended for a future building permit application, to determine zoning compliance and confirm compliance with other applicable law.

All drawings to be drawn on standardized sized sheets, drawn to scale, fully dimensioned and dated.

All drawings and forms, including the completed Zoning Applicable Law Certificate Request form must be provided in a PDF format.

An application for a Zoning Applicable Law Certificate includes a maximum of three reviews.

Site Plan

  • Survey or site plan showing property lines, lot area, right-of-way or easements (based on a current land survey prepared by a licensed Ontario Land Surveyor).
  • Location of existing or proposed buildings with overall dimensions including setback dimensions to property lines and adjacent buildings.
  • Summary of permitted and proposed zoning provisions that include lot area, building area (gross floor area), coverage, and grade elevations that confirm height.
  • List of dimensioned parking areas, driveways, hard & soft landscape treatments, or accessory structures (sheds, decks, detached garages, etc.), if applicable.

Floor plans, fully dimensioned indicating uses of all spaces.

Applicable elevations and cross-sections.

You may now apply for a Zoning Applicable Law Certificate online using the Toronto Building Online Services Application Submission Tool. This service allows applicants to see what documents are required and which outside approvals, if any, are applicable to the submission.  It also allows the applicant to track their submission from start to completion of the submission portion of the application process.

Apply for a Zoning Applicable Law Certificate

The review of a proposal to determine its compliance with the City’s Zoning By-law. The fees for the program are as follows:
