Community Service Partnerships Funding is currently closed.

Community Service Partnerships (CSP) funding provides ongoing support to Toronto’s not-for-profit community-based organizations to offer high quality and relevant services that respond to the changing needs of the community and strengthen the city’s well-being. The application process for CSP grants is currently closed.

The ultimate outcome of the CSP program is for Torontonians to live in vibrant, equitable, inclusive, safe neighbourhoods, and communities where the needs of vulnerable people and communities are met.

CSP provides both core and program funding.

  • Core funding supports the not-for-profit sector to be resilient and responsive to diverse community needs by funding organizational/day-to-day operations; increasing access to programs/services, resources and space; and supporting organizational capacity building.
  • Program funding supports evidence-informed programs and services that address the needs of vulnerable people and communities by mitigating the effects of poverty; decreasing social isolation; increasing perceptions of safety; increasing pathways to services; increasing knowledge and skill development; and increasing public awareness about the issues facing vulnerable people and communities.

Following Council approval of updated grant pillars and a renewed Community Services Partnership model, funding will be renewed for existing organizations this year as work begins to implement new program enhancements.

The City of Toronto is committed to holding an open grant call for this funding stream in future and this page will continue to be updated with new information as it becomes available.

CSP is being reviewed and redesigned to ensure that the funding stream supports a strong community-based sector to meet the needs of Indigenous, Black and equity-deserving Torontonians. This review will include:

  • A scan of how other municipalities and funders support the not-for-profit sector
  • Alignment with City of Toronto equity policies and strategies, including the Indigenous and Black-Mandated Funding Frameworks
  • The development of a monitoring and evaluation framework to assess the impact of the new model
  • A grant call once the new model is developed
