The General Manager of Parks, Forestry and Recreation Division recommends that Scarborough Community Council:

 

1.         Rename the Wickson Trail Park Softball Diamond located at 30 Silverbell Grove to “Gary Holmes Softball Diamond” in honour of Mr. Holmes’ contributions to youth softball participation and the Malvern community.

This report responds to the request made at Scarborough Community Council (SC30.26) at its November 10th, 2009 meeting, regarding the renaming of the Wickson Trail Park Softball Diamond, located at 30 Silverbell Grove in honour of Gary Holmes, a long-time softball coach and youth sports organizer.

 

The Parks, Forestry, and Recreation staff is recommending that the Wickson Trail Park Softball Diamond situated at 30 Silverbell Grove be officially renamed “Gary Holmes Softball Diamond” in honour of Mr. Holmes’ contributions to youth softball participation  and the Malvern community.

 

Parks, Forestry and Recreation staff have exercised due diligence in ensuring that all criteria in the Naming and Renaming for Parks and Recreation Facilities and Parks Policy have been met.

The purpose of this report is to advise on the feasibility on installing all-way stop controls at two intersections in Ward 38.

 

It is recommended that an all-way stop control not be installed at neither Farmbrook Road at Chestermere Boulevard nor at Farmbrook Road at Cheyenne Drive since the subject intersections failed to meet the warrant for installation which was adopted by Council for use in the City of Toronto.

Financial Impact

There is no financial impact associated with this report; however, the financial cost of installing these new all-way stop controls per location is approximately $600.00 and the cost for installation at both locations is approximately $1,200.00.  Funding for these compulsory signs is available in the Transportation Services 2009 Operating Budget, within Cost Centre TPO397.

1.         Approve the installation of an All-Way Stop Control at the intersection of Blantyre Avenue and Parkland Road while removing the existing Pedestrian Crossover (PXO).

 

2.         Rescind the through street regulation(s), as identified in the Appendix 1 of this report.

 

3.         Enact the compulsory stops and through street regulation(s), as identified in the Appendix 2 of this report.

 

4.         Approve the roadway alteration for constructing a raised intersection at Blantyre Avenue and Parkland Road.

 

5.         Pursuant to the City of Toronto Act 2006, authorize the appropriate City officials to prepare the necessary Road Alteration by-law.

This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision.

 

This report provides the results of an All-Way Stop Control study conducted at the intersection of Blantyre Avenue and Parkland Road.

 

Traffic studies reveal that an All-Way Stop Control, including a flashing beacon is warranted at the noted intersection.

 

In addition, staff are recommending that the intersection be raised during the reconstruction of Blantyre Avenue.

Financial Impact

The financial cost of installing these stop controls and pavement markings is approximately $1,500.00.  The funding for these stop controls is available in the Transportation Services 2009 Operating Budget, within Cost Centre TP0397.


The financial cost of the beacon is approximately $6,000.00, this funding is contained in the Capital Funding for Traffic Control Signals CTP 709-0101.

 
The funding for the raised intersection treatment is to be contained within the Infrastructure Capital Operating Budget for 2010.  The approximate cost is $45,000.00.  The raised intersection will be coordinated with the pending road reconstruction of Blantyre Avenue, resulting in a substantial cost savings.

This report responds to a concern about the inconsistency between parking regulation by-laws and signage at the corner of Audrey Avenue and Dodge Road. Transportation staff has confirmed the need to housekeep the parking regulations by-laws in order to enable proper enforcement of the posted parking regulations and maintain safe and efficient two-way traffic.

 

It is recommended that Transportation Services amend the parking regulations by-laws on the east side of Audrey Avenue and the south side of Dodge Road at the intersection of these two streets.

This report responds to a concern about lack of parking regulations on the west side of Brockley Drive. Staff has confirmed the need for parking regulations in order to maintain safe and efficient two-way traffic on Brockley Drive. In addition, it will allow trucks servicing the adjacent property to manoeuvre.

 

It is recommended that Transportation Services install a “No Parking Anytime” regulation on the west side of Brockley Drive just north of Treewood Street.

Financial Impact

The financial cost of installing these parking prohibition signs is approximately $400.00.  Funding for the signs is available in the Transportation Services 2010 Operating Budget, within Cost Centre TP0397.

During an operational review in the Treverton Drive area, Transportation Services staff identified eleven uncontrolled three-way intersections in the immediate area of Treverton Drive and Stratton Avenue.

 

It is recommended that minor street stop signs be installed at the subject eleven uncontrolled three-way intersections to clearly define the right-of-way and to regulate traffic flow.

Financial Impact

The financial cost of installing the subject recommended stop controls is approximately $3,000.00.  The funding for these stop controls is available in the Transportation Services 2010 Operating Budget, within Cost Centre TP0397.

The purpose of this report is to discuss the feasibility of the installation of traffic control signals at Birchmount Road and Rolark Drive.

 

Traffic studies reveal that Traffic Control Signals are not warranted at this location.

Financial Impact

There is no financial impact associated with this report;  however, the financial cost of installing these new traffic control signals would be approximately $165,000.00 should the installation be approved.  The funding for these signals is not available in Transportation Services Division’s Capital Works Budget under Project No. CTP710-01 at this time.

This report responds to a petition generated by area residents requesting stricter parking regulations on several local streets in their neighbourhood including Progress Avenue.

 

The implementation of a “No Stopping Anytime” prohibition along the west side of Progress Avenue, from Milner Avenue to Sheppard Avenue East, will address residents concerns regarding excessive parking abuses along this minor arterial roadway.

The City Planning Division recommends that:

 

1.         In accordance with the delegated approval under By-law 229-2000, City Council be advised that the Chief Planner intends to approve the draft plan of common elements condominium, as generally illustrated on Attachment 1, subject to: 

 

a.         the conditions as generally listed in Attachment 2, which except as otherwise noted, must be fulfilled prior to the release of the plan of condominium for registration;  and

 

b.         any such revisions to the proposed condominium plan or any such additional or modified conditions as the Chief Planner may deem to be appropriate to address matters arising from the on-going technical review of this development.

 

2.         City Council enact a part lot control exemption by-law with respect to the subject lands, to be prepared to the satisfaction of the City Solicitor, and that such by-law shall expire two years after it has been enacted.

 

3.         City Council authorize the City Solicitor to introduce the necessary Bill provided that prior to the introduction of the Bill:

The application for a common elements condominium proposes a common driveway on lands known municipally as 742-744 Kennedy Road, located on the west side of Kennedy Road south of Eglinton Avenue and in close proximity to the Kennedy Subway Station.  The common elements condominium is required to provide shared vehicular access and other amenities for two semi-detached and seven townhouse units recently constructed on this site, and to ensure shared ownership and maintenance of the common elements by the condominium corporation.

 

The requested exemption from the part lot control provisions of the Planning Act is required in order to permit the creation of conveyable lots for the nine units intended for freehold ownership.
