City Guidelines are the City of Toronto’s mandatory policies and procedures that housing providers must follow. They are issued under any of the following circumstances:

  • a local rule is established by the City of Toronto
  • there are regulation changes that affect housing providers
  • a clarification is needed about a section of the Housing Services Act legislation and other items as necessary

City Guidelines are organized according to type of housing provider.
