City Guidelines are the City of Toronto’s mandatory policies and procedures that housing providers must follow. They are issued under any of the following circumstances:

  • a local rule is established or changed by the City of Toronto
  • there are regulation changes that affect housing providers
  • a clarification is needed about a section of the Housing Services Act legislation and other items as necessary

City Guidelines that relate to RGI administration are generally removed from this webpage after content has been incorporated into the RGI Administration Manual.

Effective Jan. 1, 2003, providers receiving rent supplement funding must submit claims annually
