A Fire Safety Plan review and a site visit by Fire Prevention staff on or after April 1, 2024 – Fee is $426.75, subject to HST.

A fee will not apply for the following reason:

  1. A minor Change to a Building that leads to a Fire Safety Plan Revision – No Fee

Revisions that may include a brief site visit and replacing pages of the plan to address one specific physical change in building resource, or fire protection system such as, but not limited to:

    • Replacing Fire Alarm panel
    • Relocating sprinkler valve
    • Replacing emergency power supply systems
    • Installation of Electromagnetic locking device
    • Relocation of utility shutoff valve/switch
  1. Clerical Changes – No Fee
    Clerical changes that do not impact life safety or fire protection systems and do not require changes to the schematics are to be updated on the Owners’ approved Fire Safety Plan copy/copies at the site. This information is valuable to Toronto Fire Services in order to contact the appropriate individuals when the need arises.  Owners are asked to email the revised pages to tfsfsplans@toronto.ca for Toronto Fire Services’ records. Examples of Clerical Changes include:

    • Changes to human resource information: i.e. owner/property management, superintendent, fire protection company, monitoring company
    • Modifications to the Residents Who Require Assistance List
  2. Provincial Licensing completed by the City Clerk’s Office – LLBO – Inspection of occupant loads and implementation of approved Fire Safety Procedures $347.76. The approval of the Fire Safety Plan is included in the inspection fee.
  3. Fire Prevention Inspection for Day Care, Group Homes, Shelter inspection for compliance with Provincial Legislation $213.38, subject to HST. The fee applies for a Fire Prevention Inspection. If there is currently an approved Fire Safety Plan for the site and there is only an addendum required, for example adding an additional room, there will not be a fee for the Fire Safety Plan. The Fire Safety Plan fee only applies if it is a new Fire Safety Plan or a Fire Safety Plan that requires a major revision and approval from Toronto Fire Services. For clarification on fees, please contact the District Chief at the appropriate Fire Prevention Command Office.

Toronto Fire Services’ (TFS) fire prevention and enforcement strategies aim to increase public safety and awareness. TFS is guided by the Fire Protection and Prevention Act, 1997 (FPPA) and regulations under the FPPA, like the Ontario Fire Code.

Re-inspections are required to ensure Fire Code compliance when violations have been identified during the first inspection.

Overview of the Process that will fall in to one of three inspection streams:

1. Deficiencies are noted and time is given to achieve Compliance

  • If a building is non-compliant with the Fire Code, the Inspector may issue the property owner a Notice of Violation.  Where a Notice of Violation is issued the Inspector will return to complete the inspection process and confirm that violations have been fixed and the building is now compliant with the Fire Code.
  • If all the violations are fixed when the Inspector returns to the building to complete the inspection process there will be no need for re-inspections and therefore no re-inspection fee.
  • The re-inspection fee shall be charged for all subsequent re-inspections if any violations from the Notice of Violation remain outstanding when the Inspector returns to the building.
  • For example, an Inspector notes 10 deficiencies on a Notice of Violation after an initial inspection. If all 10 deficiencies are rectified when the Inspector returns to the building there will be no re-inspection fee. The Inspector may return to the building and find that 8 of the deficiencies have been rectified. This re-inspection will not generate a fee. A re-inspection must be completed to confirm that the remaining 2 deficiencies have been rectified. This subsequent re-inspection will generate a fee.
  • When an Order is issued, an Inspector will re-attend, at no fee, to confirm the deficiencies have been rectified as specified in the Order. If deficiencies remain outstanding, subsequent re-inspections will result in a re-inspection fee being charged until the fire hazards are eliminated.

2. Immediate Charges apply

  • If an Inspector lays charges for Fire Code violations, all re-inspections to ensure compliance with the Fire Code will have a re-inspection fee.
  • Since no grace period is given for an owner to rectify deficiencies, there is no exemption available for the re-inspection fee.

3. Request Inspections

  • All “Requested Inspections” are charged a flat fee. The flat fee covers the first visit, along with two potential subsequent re-inspections for completing the specified process. If the process is not complete after the first inspection and two re-inspections, the applicable re-inspection fee will be charged for each additional re-inspection required.

Additional considerations:

  • There will be a minimum fee of one hour for any portion of an hour. If Inspectors are in attendance for a prolonged period of time over one hour, additional hourly charges will be incurred.
  • There is no limit to the amount of time to complete an initial inspection. In some cases a complex building such as a hospital can involve several weeks.
  • No fee will be charged to the property owner for re-inspections that take place prior to July 1st 2017.
  • TFS will continue to provide the first Fire Code inspection at no cost.
  • Re-inspection fees apply when an Inspector conducts a Fire Prevention re-inspection arising from a pro-active risk based inspection, vulnerable occupancy, request or complaint inspection, as outlined under Reference number 113 Toronto Municipal Code Chapter 441 Fees and Charges, Appendix B – Schedule 1, Fire Services.

 

Additional Fees Charged in Complex Circumstances:

  • In complex circumstances where supervisory staff is required to assist with enforcement of the Fire Code, additional fees will apply. Supervisory staff includes a Captain and/or a District Chief.
    • If a supervisor is required to attend with an Inspector, fees will be charged to cover the cost of service provided by both the Inspector and the Captain.
    • If the Inspector, Captain and supervising District Chief are required to attend fees will be charged for the Inspector, Captain, and District Chief.
    • Captain and/or District Chief re-inspection fees are outlined under Reference number 114 and 115 Toronto Municipal Code Chapter 441 Fees and Charges, Appendix B – Schedule 1, Fire Services.

Achieving Compliance and Avoiding Re-Inspection Fees:

  • Property owners are responsible to maintain buildings that meet the Ontario Fire Code. Taking immediate action to have deficiencies rectified, will increase life safety and will result in fewer Ontario Fire Code violations.
  • TFS will clearly document Ontario Fire Code violations through a Notice of Violation or Order so that property owners can take appropriate action before a Fire Inspector returns to conduct a re-inspection.

Public Meetings:

Toronto Fire Services (TFS) hosted a series of public meetings to provide property owners with an overview of the new re-inspection process and associated fees. Meetings were held June 21, 22, 26 and 27 2017 at the Scarborough Civic Centre, Fire Services Headquarters, Etobicoke Civic Centre and Metro Hall.
