The City of Toronto will install changes to the boulevard space on three blocks of Liberty Street between Dufferin Street and Atlantic Avenue in Spring 2026. The project was approved by City Council in March 2026.
The project supports prioritization of space within the right-of-way for pedestrians to improve safety and comfort for all road users. These changes are being implemented in an effort to create safer conditions for people walking in the neighbourhood in advance of when permanent sidewalks can be built.
City Council authorized the installation of quick-build sidewalks using temporary materials in advance of permanent sidewalk installations bundled with future roadwork. (Item 2026.IE27.9)

This report responds to a request from Toronto and East York Community Council to report back on delivery opportunities for missing links in the Liberty Village sidewalk network, specifically in advance of FIFA 2026.

Residents and businesses can expect new pavement markings and changes to the configuration of commercial boulevard parking spaces within the boulevard space on three sections of Liberty Street between Dufferin Street and Atlantic Avenue. To provide adequate pedestrian clearances, reconfiguration of the existing commercial boulevard parking spaces on the three blocks of Liberty Street is required. The existing commercial boulevard parking spaces on these three blocks of Liberty Street will be reconfigured from perpendicular spaces to parallel spaces along the building frontages.
This project supports prioritization of space within the City-owned right-of-way for pedestrians and to improve safety and comfort for all road users. These changes are being implemented to create safer conditions for people walking in the neighbourhood, in advance of when permanent sidewalks can be built in these sections. Permanent sidewalks are currently planned on these sections within the near-term capital program through coordinated planned road resurfacing, and new sidewalk construction is scheduled for delivery in 2029.
A key goal in the Liberty Village Public Realm Strategy is to improve connectivity, safety, and accessibility for pedestrians by providing complete sidewalk coverage and reducing conflicts between road users. The Public Realm Strategy and Streets Plan identified location of missing sidewalks, and proposed removal of off-street boulevard parking to be replaced by sidewalks or other public realm improvements.
The provision of safe, comfortable and accessible sidewalks on all public streets is a fundamental objective of the Vision Zero 2.0 Road Safety Plan. Sidewalks support safety, accessibility, affordable transportation, physical activity, safe routes to school, aging in place and sustainable growth. These themes are reflected in the City’s Official Plan (2004), Pedestrian Charter (2002), Walking Strategy (2009), Seniors Strategy (2013), Healthy Streets (2014), Road Safety Plan (2016), and Vision Zero 2.0 Road Safety Plan Update (2019), among others. Local roads remain the largest gap in the walking network and generate the highest number of requests for new sidewalk installations.
Nearly one quarter of all local roads in Toronto, or 800 kilometres, are without a sidewalk. Most local roads have residential land uses, and where sidewalks are missing, pedestrians have no alternative but to walk on the roadway or on unpaved road shoulders.
