This program supports the City’s ongoing efforts to conserve water. Warmer and drier summer conditions are contributing to increased outdoor water use for lawns and gardens. Rain barrels help to conserve water for your garden and support sustainable landscaping practices.
A rain barrel is a container connected to a roof via a downspout that is used to collect and temporarily store rainwater for outdoor use.
When it rains, water flows off the roof and into the eavestrough. A downspout directs this water into the rain barrel, where it is stored, for later use. Rain barrels have a screen at the top to keep out leaves and debris.
When the barrel is full, extra water flows away through an overflow hose.
You can use the stored water for your garden or plants by turning the tap at the bottom of the barrel.

A downspout diverter is a device that is installed on a downspout that directs water into the rain barrel.
When it rains, the diverter redirects water into the barrel through a hose.
When the rain barrel is full, the diverter automatically redirects rainwater back through the downspout, so it can safely drain away from the building.

All Toronto properties can participate.
Your address must be located within the city of Toronto and have a postal code starting with the letter M.
Limit of two rain barrels and one downspout diverter per eligible property.
A rain barrel is best suited for properties with a roof, eavestrough and accessible downspout. Low-rise residential buildings, garages and sheds work well, especially where there is ground‑level space near a downspout and a safe overflow path away from the building. Properties without downspouts, outdoor space or proper drainage may be less suitable.

The City of Toronto is working with Enviro World to deliver the Rain Barrel Savings Program. Enviro World manages orders, including payments, delivery, installation instructions and customer support. An 80 per cent discount is applied automatically at checkout, no extra steps required.

The City of Toronto (the City) has engaged a third-party agent Enviro World Corp also referred as Enviro World Corporation for the purpose of administering the Rain Barrel Savings Program, which includes assessing eligibility for the Rain Barrel Savings Program, facilitating payment, communicating with purchasers concerning: the Program; confirming authority to purchase where the purchaser is a tenant; delivery of the order to the purchaser with installation and maintenance instructions; warranty and refunds; customer support, including management of complaints; program evaluation (e.g. participant surveys) and reporting. All information collected will be maintained as records controlled by the City of Toronto and Enviro World Corp access to this information is governed by an agreement between the City of Toronto and Enviro World Corp ensuring the City’s obligations under the Municipal Freedom of Information and Protection of Privacy Act are fully met.

At its meeting in September 2025, City Council directed staff to implement a pilot program that subsidizes rain barrels and downspout diverters to Toronto residents. The program is intended to reduce cost barriers, improve access to rain barrels and increase public awareness of water conservation.
