Ward 44 Scarborough East
Gay Cowbourne was elected in Ward 44, Scarborough East and she served from 2003 to 2006. Through hard work and integrity she quickly earned the respect of her constituents and in their words, she did "an excellent job and carried out her duties with dignity, honesty, hard work, respect for the Office and with good humour."
Councillor Cowbourne was a member of the Policy and Finance Committee and Vice Chair of the Community Services Committee. She served on many boards and committees, including the City's 311 Committee, Toronto Public Library Board, the Toronto Region Conservation Authority, Toronto Arts Committee, Canadian Opera Company, Scarborough Arts, Scarborough Preservation Panel, Woman Abuse Council. She chaired the Mayor's Roundtable on Seniors. She also chaired the City's Language Equity and Literacy Working Group, which advocated for the use of Clear Language in all city documents and publications.
The Scarborough Mirror said, "Her east Scarborough ward is one of the most active on the infill development front and she has handled those applications the way all councillors should. She gets the community involved, gets the developers involved... fights for the community and wins."
Her residents said, "You were such a dedicated, committed leader who listened and responded respectfully." "You have been a strong advocate for our ward and your loss will be felt by all of us..."
Councillor Cowbourne did not seek re-election in 2006.
