The City of Toronto’s Traffic Agent Program is a congestion management initiative that places expertly trained Special Constables at key intersections during peak traffic hours. Their role is to improve traffic flow and enhance safety for everyone – public transit, drivers, cyclists, and pedestrians.

Traffic Agents are appointed by the Toronto Police Services Board as Special Constables which gives them the authority to manage traffic in real time at busy intersections. Their authority to direct traffic is granted under Sections 134 and 134.1 of the Highway Traffic Act. They direct the movement of all road users to reduce traffic congestion, ensure safety, and maintain efficient traffic flow.

Their responsibilities include:

  • Preventing vehicles from blocking the box (entering an intersection that they will be unlikely to clear before the light changes).
  • Encouraging pedestrians to obey crossing signals.
  • Ensuring cyclists follow traffic rules.
  • Discouraging illegal stopping or parking near intersections.
  • Issuing parking violations when necessary.

When vehicles enter an intersection without enough space to clear it, they can block cross traffic, bike lanes, and crosswalks. This not only causes traffic congestion but also creates safety risks—especially for pedestrians who may be forced to navigate between vehicles. Seniors and people with disabilities, particularly those using mobility devices, are especially vulnerable in these situations.

Pedestrians can also contribute to congestion. Pedestrian signals are timed to stop foot traffic at a specific point in the cycle, but when people continue crossing after the signal changes, it forces drivers to stop in the intersection, compounding delays.

Blocked intersections also slow down emergency responders (Paramedics, Fire and Police). Even brief disruptions can slow response times and impact access during critical incidents.

The Traffic Agent Program helps address these challenges by ensuring key intersections are actively managed. This also allows Toronto Police Service enforcement officers to focus on core responsibilities while the public continues to benefit from consistent and effective traffic control across the city.

Proven Results

2024 data:

  • Traffic Agent presence eliminated instances of vehicles blocking intersections 96 per cent of the time and reduced travel times by up to 33 per cent.
  • On King Street, streetcar travel times between University Avenue and Jarvis Street were approximately 28-44 minutes faster (45-65 minutes total journey time reduced to 17-21 minutes total journey time) when Traffic Agents were present.

A 2016 pilot showed:

  • 90 per cent reduction in blocked intersections.
  • 70 per cent reduction in pedestrian-related blockages.
