Note that as an applicant, you grant the City permission to reproduce, in whole or in part, any document submitted as part of a complete application for internal use, inclusion in staff reports or distribution to the public for the purpose of application review. As an applicant you agree to provide a reasonable number of copies of any such document, or parts thereof, in paper and/or electronic form, to the City for internal use and distribution to the public for the purpose of application review.
Applications must be submitted through the City’s Application Submission Tool (AST). Resources supporting the AST can be found on the Application Submission Tool Overview. Questions about the AST may be sent to appsubmission@toronto.ca.
A Planning Application is required for an Official Plan Amendment (OPA), Zoning By-law Amendment (ZBA), Site Plan Control (SPC), Draft Plan of Subdivision (SUB), Draft Plan of Condominium (CDM), and Part Lot Control Exemption (PLC). Your submission must include the following completed documents and payment:
A Rental Housing Demolition and Conversion Application is submitted for proposals involving the demolition, replacement, and/or conversion of rental units. Please complete the Rental Housing Declaration of Use and Screening Form to see if your proposal requires a Rental Housing Demolition and Conversion Application. This application may be required as a companion to any other City Planning Application or Building Permit Application process.
Similar to the submission process, all resubmissions and revisions are to be provided to the Planning Consultant in the District of the proposal.
A Detailed Revision List and Covering Memo is required to be submitted with your Resubmission/Revision package.
