This bulletin applies to the RentSafeTO: Apartment Building Standards Program regarding the definition of apartment buildings and clarifies when a basement is considered a storey in rental apartment buildings.
An apartment building is a purpose built rental building with 3 or more storeys and 10 or more rental units but does not include a long-term care home, a licensed retirement home or a housing co-operative.
A floor area that has ceilings above grade will be considered a storey for the purposes of this definition if it contains rental units.
