Pollution Prevention (P2) Plan Forms

Toronto's Sewers By-law, (Municipal Code, Chapter 681) requires industries discharging certain identified pollutants to prepare a Pollution Prevention (P2) Plan.

Industries that have already submitted a P2 Plan are required to submit a P2 Update in the second and fourth year after the P2 Plan submission.

Preparing Pollution Prevention Plan

Pollution Prevention Plans are due every six years after the initial submission date for a particular sector. If your business closes, if there is an ownership change, or if there are significant product/ process changes that will impact your P2 Plan, please notify the City.

Depending on your industry, use one of these forms to prepare a P2 Plan:

  • Generic Pollution Prevention Plan and Summary Forms

    This form is to be used by all industries in the Manufacturing, Metal Finishing, and Industrial Laundry sectors.  The due dates for submission are:

    • Metal Finishing – June 30, 2007 (the Two Year updates due on June 30, 2009 and June 30, 2011)
    • Industrial Laundry – December 31, 2007 (the Two Year updates due on December 31, 2009 and December 31, 2011)
    • Manufacturing – June 30, 2008 (the Two Year updates due on June 30, 2010 and June 30, 2012)
  • Autobody, Collision Repair & Autobody Refinishing

    Pollution Prevention Plan and Summary form is for autobody repair and refinishing businesses only. Due every two years.

  • Dental Clinics

    This Pollution Prevention Plan Form is for dental clinics only.

  • Dry Cleaning and Commercial Laundry Facilities

    Pollution Prevention Plan form for Dry Cleaning Industries and /or Commercial Laundry.

    • Due December 31, 2011 and every two years thereafter.
  • Health Care Sector

    Pollution Prevention Plan form for health care providers only.

  • Printing & Graphics Sector

    Pollution Prevention Plan form for the printing and graphics industries only.

    • Due December 31, 2011 and every two years thereafter.

Best Management Practices

City of Toronto has developed Best Management Practices (BMPs) for certain sectors in collaboration with respective industry associations. These BMPs will assist businesses to comply with the requirements of P2. Currently the Photo Finishing & Automotive sectors have BMPs. More sectors will be added to this list as the BMPs are developed.

Photo Finishing Operations in the City of Toronto

Photo Finishing businesses are required to complete and submit the P2 Plan and declare the intent to comply with the BMP requirements only once. Maintenance record log sheets at the back of the BMPs are to be used and be available for inspection by Bylaw officers.

Automotive Service Stations, Vehicle Washes and Petroleum Facilities

Three best management practices brochures are intended to assist operators to minimize the effects of their operations on the quantity and quality of wastewater and contaminant discharges to sewers. These BMPs have been in effect since January 2006. These businesses are required to complete a Pollution Prevention Form for Automotive Service Sector and submit to the city only once. Maintenance record log sheets at the back of the BMPs are to be used and be available for inspection by Bylaw officers.

Submitting a two-year update

All industries that have submitted a Pollution Prevention (P2) Plan Summary are required to submit an update every two years. Exceptions to this requirement are the businesses that are covered by the BMPs.

This P2 Summary Update form (MS Word) | (PDF) is to be used by all industries except those in the Automotive Service (including gas station and car washes), Autobody Repair / Refinishing sectors,Dental Clinics, Dry Cleaning and Commercial Laundry and Photo Finishing. Please follow the update due dates as in section 681-5 of the Municipal Code, Chapter 681.
