F. J. Horgan opened in 1979. Originally called the Easterly Plant, it was later named for Frank J. Horgan, Commissioner of Works for the former Metropolitan Toronto from 1980 to 1989.

Update #36 - Thursday, January 27, 2011

In order to accommodate construction work at the F.J. Horgan Water Treatment Plant, vehicular and pedestrian traffic for the public will be restricted on a small section of Copperfield Road to the east of the plant between January 31 to February 25. A single signalized temporary lane will be kept open for emergency vehicles

As a result, the contractor's truck route will be diverted to Coronation Drive east of Manse Road during this time period.

At the October 19th Manse Valley Community Association public meeting, representatives of the F.J. Horgan Water Treatment Plant Expansion Project presented an update to the community.

Update #34 - Thursday, October 14, 2010

The Horgan Expansion Project is progressing well and is now at a stage where a major concrete pour has been scheduled for this coming weekend - Saturday October 16th.

The General Contractor has taken into consideration area traffic and community safety issues for the higher than normal truck traffic that this pour will involve. The schedule is for the concrete trucks to start arriving on site at 2 AM Saturday morning for completion by 6 PM that evening.

The weekend work was preferred as it would not affect children going to school on week days and to minimize traffic issues at Morningside & Lawrence due to road construction work and the current one-lane restriction.

The total concrete is about 980 cubic metres involving approximately 120 concrete trucks.

The construction gates at the Horgan Plant will open up at 1 AM with pump trucks traveling to and mobilizing on site. The pour is planned to start at 2 AM and go on at a rate of about 160 cubic metres per hour. General estimate of completion of concrete truck traffic will be 2 PM with finishers on site until around 6 PM.

Established truck routes have not changed and will remain in place. The route has been reinforced with the sub-contractors and everyone involved understands the importance of maintaining such route.

As is always the case, changes to the schedule may occur due to weather or other unforeseen conditions.

Toronto Water appreciates the community's support and will strive to minimize impacts from this major pour. We believe this is the last major one-time volume concrete pour of the project.

Update #33 - Monday, September 20, 2010

There will be a large concrete pour on Monday September 27, 2010 (originally scheduled for September 21). Approximately 70 concrete trucks will be used for this work. Truck traffic will begin at 3 AM and end by 3 PM on the same day. View the truck route (PDF).

Update #32 - Friday, April 16, 2010

In order to maintain the existing schedule, specific work in the filter building has now been modified to be on a 24-hours per day, 7 days per week schedule. The number of workers for such work is approximately 5 and all the work (with the exception of pickup trucks and small equipment driving just outside the building) will be inside the filter building. Noise or traffic volume is not expected to be an issue but all work will be closely monitored by the City.

In addition, it is expected that weekend work on other parts of the construction site will be the norm for the next several months. To date the activities have not impacted the community and noise and/or traffic have not been issues.

Update # 31 - Wednesday, March 3, 2010

An improved tower crane siren will be tested on Thursday, March 4th, 2010. The tone of the crane siren is not expected to be loud enough to be heard in the neighbourhood.

Minor weekend work continues with a small number of workers on site.

Major concrete pours are planned in the next several months. When the schedule is confirmed the City will make this information available to the community.

Update # 30 - Friday, February 5, 2010

Construction work related to the F.J. Horgan Plant Expansion Project is scheduled to take place this Saturday, January 23, 2010. No additional truck traffic is due related to the Saturday work and no concrete will be poured.
