When did the City complete the Class EA for the R. L. Clark Treatment Plant?

The Class EA was completed in October 2002.

What are the timelines for this project?

Construction of a Residue Management Facility (RMF) has been underway at the Plant since July 2005. Concrete pouring should be completed by the spring of 2007. Following this, backfilling around the finished buildings will take place and the site will be rehabilitated. This includes the placement of a sidewalk adjacent to Twenty-Third Street, two rows of trees and some shrubbery. It is expected that the new plant buildings will be commissioned in the winter of 2007.

What are the hours of construction?

According to the contract and the City’s Noise bylaws, work is permitted between the hours of 7:00am and 7:00pm, Monday to Saturday. Construction will however generally take place Monday to Friday between 7:00am and 5:30pm. From time to time, work may also take place past 5:30 and on weekends. This weekend activity will largely be made up of preparatory work and other concrete pouring activities necessitated to keep work flowing in the following days.

What type of fencing/hoarding will be used?

We will be installing plywood fencing around the construction area, which runs along Twenty-Third Street, City Street and Lake Promenade. Plywood fencing will help control dust and noise. The contractor will be responsible for cleaning up any graffiti on the fence within 48 hours of its occurrence.

What areas of the grounds are accessible to the public during construction?

During construction, the public has access to the grounds on the north side of the plant (north of the Administration Building). The area south of the south roadway is not part of the plant’s property, so it should be accessible as well.

Will the City be providing any type of compensation to residents or businesses as a result of inconvenience?

The City does not compensate residents or businesses for disruption caused by construction. We will try to minimize the disruption to the community and would encourage you to contact us if you have any concerns.
