What's new
The Ontario Municipal Board issued its final order on March 18, 2008. The final result is that all of the Parking Space Dimensions Bylaws are in force across the entire City, with the exception of 16 properties.
City Council at its meeting on May 23, 24 and 25, 2006 approved the parking space dimensions recommended in the staff reports dated April 10, 2006 and April 28, 2006. As a result, staff recommended uniform dimensions for off-street parking for length, width and height be applied across the City. The detailed zoning changes are provided in the newspaper notice. Council adopted the following dimensions:
- 5.6 metres length
- 2.6 metres width
- 2.0 metres height
A minimum 6 metre aisle width is required.
Increased parking space width
Council also adopted staff's recommendation to increase the width of a parking space when a driveway is less than 6.0 metres and when it is obstructed. The height and length remain the same.
A narrower driveway requires a greater parking space width to accommodate the tighter turning movement. When a two-way aisle is less than 6.0 metres in width the following minimum parking space width applies:
- 3 metre width with aisles narrower than 6.0 metres with no obstructions
- 3.3 metre width with aisles narrower than 6.0 metres with any obstructions
To ensure that vehicle doors can be opened when a parking space is next to a wall or other fixed obstruction, the minimum parking space width is increased by 0.3 metres for each side obstructed. An obstruction is when a fixed object such as a wall, column or bollard is located within 0.3 metres of the side of the parking space, and is more than 1 metre from the front or rear of the parking space. The minimum width of a parking space with a two-way 6.0 metre driveway aisle is:
- 2.9 metres width one side obstructed
- 3.2 metres width both sides obstructed
Parallel parking
Parallel parking is a parking space which is parallel to a driveway aisle. The following is the minimum requirement for parallel parking:
- 6.7 metre length
- 2.6 metre width
- Increase the width by 0.3 metres when one side of the parking space is obstructed
Transitioning to the new parking space dimensions
The following steps is how the new parking space dimensions will be implemented:
- Enact parking space bylaw at first City Council meeting after April 30 2007
- Staff will advise all relevant applicants of changes to the parking space dimensions
- Place notice in the newspaper advising the public of changes to the parking space dimensions
- Place another notice in the newspaper in January 2007 and again once the bylaws have been adopted by City Council, after April 30, 2007
Existing parking space dimensions
Existing regulations currently governing parking space width, length, height and access aisle widths are listed below. Experience in the application of these regulations was considered to develop uniform parking space dimensions.
Regulations in former municipal bylaws are as follows.
Parking space length (perpendicular spaces):
- 5.5 metres - North York, East York
- 5.7 metres - Scarborough, York
- 5.9 metres - Toronto
- 6.0 metres - Etobicoke
Parking space height:
Parking space width:
- 2.5 metres - York
- 2.6 metres - Toronto, East York
- 2.7 metres - Etobicoke, North York, Scarborough
Obstructed space (extra space for parking spaces that are next to a wall or other fixed obstruction):
Access aisle dimensions (perpendicular spaces):
- 5.5 metres - Toronto
- 6.0 metres - East York, York, Etobicoke, North York, Scarborough
Parallel parking space:
- 6.7 metres - North York, Scarborough, Etobicoke
- 7.0 metres - York
- none - Toronto, East York
Parking and loading review
There are two phases of the parking and loading review and the first phase has been completed. Phase 1 is a comprehensive review (964 kb) of off-street parking and loading regulations in the City's various zoning bylaws, as well as an assessment of the issues and approaches to consolidate the regulations.
City Council adopted the staff recommendation to develop uniform dimensions for parking spaces at the meeting on June 14, 15, 16, 2005. The staff report on Phase 1 parking and loading review was presented to the May 25, 2005 Planning and Transportation Committee meeting. The Planning and Transportation Committee also adopted the staff recommendation (see agenda item No. 8) to develop uniform dimensions for parking spaces. The Phase 2 work will determine appropriate parking standards for selected land use categories.
