The 2022 fees outlined below were approved by City Council on December 16, 2021 as part of the 2022 rate-supported budget process.

Phaseout of the Garbage Bin Rebates

For a number of years, many Solid Waste Management Services single-family ratepayers received a rebate or credit on each utility bill, funded from the property tax base. The rebate for the extra-large garbage bin was removed in 2017. During the 2019 budget process, City Council approved a three-year plan to phase out the rest of the single-family garbage bin rebates with the:

  • large garbage bin rebate and bag-only rebate being eliminated in 2019
  • medium garbage bin rebate being reduced in 2019 and eliminated in 2020
  • small garbage bin rebate being reduced in 2019 and 2020 and eliminated in 2021.

The phasing out of the rebates supports Solid Waste Management Services’ transition to a self-sufficient and sustainable utility where operating expenses are fully covered by rate revenues.

Garbage Tags can be purchased online or at Toronto Canadian Tire and Shoppers Drug Mart stores.

* Bag-only rates are only available to locations with special approval from the City. Bag-only customers are also required to buy Garbage Tags for each bag they set out.

The following is an approved fee providing for the collection of oversized and metal items per single family home and for each multi-residential unit per property location, regardless of whether the service is used.

  • Blue Bin Recycling – All recycling must be set out in clear/translucent bags. No garbage tag is needed for recycling.
  • Garbage – All garbage must fit in the City-issued Garbage Bin with the lid closed. See disposal tips for excess garbage.
  • Blue Bin Recycling – All recycling, including newspapers, magazines and cardboard, must fit in the Blue Bin with the lid closed. See disposal tips for excess recycling.
For disposing of Oversized & Metal Items, Electronic Waste, & Hazardous Hazardous Waste please speak with your building management.

Bag/Bin Placement

Bags and bins should be set out:

  • as close to the street as possible and free of obstructions
  • clearly visible and accessible
  • away from snow banks.
