The proposal for Dowling Avenue and Beaty Avenue was identified as part of the City’s Cycling Network Plan.  This Plan presents a vision for how we may connect, grow and renew Toronto’s cycling routes.  The objective of this route is to provide residents with easier and safer access to the waterfront by bicycle.

Reversal of one-way Traffic and Installation of Shared Lane Markings on Beaty Ave and Dowling Ave

The City of Toronto reversed one-way traffic directions on Beaty Avenue (from southbound to northbound) and on Dowling Avenue (from northbound to southbound) between Queen Street West and King Street West. At the same time, shared lane markings (sharrows) were installed on Beaty and Dowling Avenues. This new cycling route  provides a safe connection between Sorauren Avenue and the Waterfront Trail and creates a gateway to greenspace for the Parkdale neighbourhood. Construction was completed in 2018.

On May 14 and 15, 2016, crews demolished the Dowling Avenue Bridge over the Gardiner Expressway and a temporary crossing for bicycles and pedestrians has been installed.  The City is presently in conversation with Metrolinx, regarding a study for the design and construction of a permanent structure.

When developing the Cycling Network Plan, public consultation feedback identified the need to make east-west connections, between Parkdale and Toronto’s core.  Improving accessibility to the Waterfront is an important step towards improving cycling safety, as Waterfront Trail access will provide an alternative to travelling on arterial roadways with streetcar tracks.
