The Draft Environmental Assessment Terms of Reference (PDF) was made available to the public during a thirty-day review period (March 19, 2007 to April 20, 2007). During this time, residents and stakeholders were invited to share comments using an online comment form or by attending one of four public meetings held April 2 to 5, 2007.
